The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. The Bureau of Environmental Compliance's (BEC) mission is the enforcement of environmental laws and regulations which affect the health and safety of the public and environment. Specifically, the bureau enforces the City's asbestos regulations as well as the Air and Noise Codes. The Bureau is comprised of the Division of Air & Noise Policy & Enforcement, Air Permitting & Enforcement, and Asbestos Control Program (ACP).
The Bureau of Environmental Compliance is seeking seven (7) Assistant Mechanical Engineers to perform the function of Technical Reviewer in the ACP Technical Review Unit. The Technical Reviewer will perform reviews of applicant submissions for asbestos removal and perform related inspections, as necessary. These reviews will help address the significant increase in Affordable Housing, office conversions and Accessory Dwelling Unit applications that are expected and further compliance with Mayoral Executive Order No. 5, SPEED initiative (Executive Order 05 - NYC Mayor's Office) which directs agencies to streamline processes that accelerate housing production. Mayor Mamdani set a goal of constructing "200,000 new affordable units in the next decade."
Under the direction of the TRU Director/Deputy Director, with some latitude for independent judgment, the Technical Reviewer will review and approve asbestos project notifications, amendments, variance applications, workplace safety plans and evaluate design and construction plan drawings for compliance with federal, state and NYC Asbestos Control Program. Specifically, the selected candidate will perform a detailed review utilizing a web-based system and various databases. Also, the Technical Reviewer will conduct pre-abatement and active asbestos abatement inspections related to variance proposal applications prior to variance approval to ensure compliance with NYS and NYC Asbestos Regulations, and to identify FDNY and Buildings (DOB) life safety issues. The selected candidate will prepare detailed inspection reports of field activities; obtain worksite dimensions, diagrams and photographs; collect and document asbestos samples. They will interpret laboratory reports, review air sampling reports, and may issue Notices of Violation, prepare case files and evidence; provide testimony at Environmental Control Board Hearings and trials. The selected candidate will be also serving as an emergency responder during asbestos emergency incidents in the city to assist in the remediation tasks. These include conducting inspections to determine the extent of contamination, establishing and creating hot zones, collecting bulk samples for laboratory analysis, providing guidance to asbestos abatement contractors and air monitoring firms, conducting inter-agency inspections, and other assignments as directed by the On-Site Incident Commander during the ACP's response effort. In addition, it may be necessary to don and doff respiration protection during field inspections.

Qualifications

1. A baccalaureate degree from an accredited college in mechanical engineering, aerospace engineering, or mechatronics and one year of full-time satisfactory experience in mechanical engineering work; or
2. A baccalaureate degree from an accredited college in mechanical engineering technology and three years of full-time satisfactory experience in mechanical engineering work; or
3. A baccalaureate degree from an accredited college and a master's degree from an accredited college in mechanical engineering or mechatronics.
