The Performance Management and Assessment Analyst is responsible for supporting Districtwide performance management through active engagement in program evaluation and the design, implementation, and analysis of all aspects of student assessment. This role involves collaborating with administrators, educators, and stakeholders to ensure alignment with organizational goals, promoting a culture of continuous improvement and the use of assessments to provide data-driven insights to inform decision-making, and supporting efforts to improve student achievement and educational equity. This position reports to the Executive Director of RAAD.
The Performance Management and Assessment Analyst will be held accountable for the following responsibilities:
Performance Management
  • Collaborate with the Director of RAAD to monitor district wide program evaluation process to monitor program effectiveness for optimal return on investment
  • Collaborate with department heads, principals, and other stakeholders to establish clear performance expectations and implementation metrics within the district.
  • Analyze performance data and metrics to identify trends, areas for improvement, and opportunities for enhancing organizational effectiveness in collaboration with District or School leadership.
  • Generate reports, dashboards, and presentations summarizing results, insights, and recommendations for educators, administrators, and other stakeholders on performance management outcomes, initiatives, and recommendations for senior leadership and the board of education as needed.
  • Collaborate with the technology department to ensure the effective use of data management systems, data warehouses, and technology tools to streamline assessment and program evaluation processes and facilitate data analysis.
  • Serve as a resource for employees seeking guidance or support related to performance management and goal-setting.

Assessment
  • Research regulations, technologies, and emerging trends in student assessment for the purpose of providing additional information and/or recommendations to improve the district assessment system.
  • Serve as a liaison with external assessment vendors, research organizations, and educational agencies to stay informed about assessment trends, developments, and best practices.
  • Designs and implements an annual process for review of the District assessment system for the purpose of setting and publishing an annual assessment calendar inclusive of formative assessments embedded within District-supported curricula.
  • Coordinate the administration of state-mandated assessments, including test security protocols, material distribution and collection, accommodations for students with disabilities or English language learners, and compliance with assessment regulations in partnership with relevant departments and schools.
  • Recruits, trains, and provides on-going technical assistance to school-based assessment coordinators for the purpose of ensuring that standardized testing processes are planned and implemented in a manner that is in compliance with all relevant regulations, guidelines, and objectives.
  • Conducts audits of data reported to the State Board of Education for the purpose of assuring accurate State reporting of assessment results.
  • Investigates testing irregularities for the purpose of ensuring compliance with established guidelines.
  • Trains tier 1 help desk staff and provides tier 2 help desk support to teachers and administrators for the purpose of ensuring smooth administration of assessments.
  • Develops informational materials, designs trainings, and updates the District website for the purpose of assisting teachers, administrators, parents, and students in effectively using assessment data.

Data Quality
  • Prepares and corrects data, imports and exports data, maintains assessment data in student information systems and student data stores, and builds reports and data tools for the purpose of ensuring information accuracy and the availability of data.
  • Conduct data quality audits to proactively identify and address data quality issues.
  • Analyze assessment data using statistical software, data visualization tools, and other methods to identify trends, patterns, and areas for improvement in student learning outcomes.
  • Provide professional development and training to educators on assessment literacy, data analysis, and interpretation to support data-informed instructional practices and interventions.

Additional Responsibilities:
  • Performs other duties as assigned, demonstrating flexibility and adaptability to meet the evolving needs of the district and its stakeholders.
  • Participates in meetings, workshops, and seminars for the purpose of conveying and/or gathering information needed to perform functions.

Education Required:
  • Bachelor's degree or higher in education, educational measurement and assessment, psychometrics, or a related field.

Experience Required:
  • Minimum of 5 years of experience in education, educational assessment, data analysis, or educational research, preferably in a K-12 school district or educational setting.

Terms Of Employment:
Twelve-month year (July 1 to June 30)
