Job description

The Department on Disability is committed to ensuring the City of Los Angeles provides full access to programs, facilities, and services. Through strategic management, partnerships, advocacy, training, research, and improved service delivery, we aim to benefit individuals with disabilities, providers of essential resources, and policymakers.
The Department on Disability (DOD) is seeking to hire one full-time Management Analysts to support Citywide disability access compliance and disability community engagement. The position may be assigned to perform some or all of the duties listed below, in alignment with the department's evolving priorities and structure. The Department offers a 5/40 or 9/80 work schedule, and hybrid work options.
Duties Include :
Program Management and Implementation (50%)
  • Plan and implement disability access compliance programs and disability community engagement programs.
  • Contribute to the development and implementation of City-led events and initiatives that are accessible to and inclusive of people with disabilities.
  • Develop and provide City departments and offices with training, technical assistance, and other support on disability access compliance requirements and best practices.
  • Monitor citywide compliance with accessibility related policies, procedures, and regulatory requirements.
  • Investigate and facilitate resolution to accessibility related complaints and grievances.
  • Develop and provide community training on resources and services available for individuals with disabilities.
  • Consult with individual constituents with disabilities on available programs, services, and resources.
  • Support the development and maintenance of resource and information directories.
  • Support development and implementation of the Citywide Self-Evaluation and Transition Plan update.
  • Support the Department's emergency management operations, including staffing the Emergency Operations Center, as needed.

Communication and Collaboration (25%)
  • Collaborate and cultivate positive working relationships with City departments, government agencies, constituents, stakeholders, and service providers to advance department goals.
  • Attend meetings, events, trainings, and conferences to represent the department, gather information, present, and report on key issues and actions taken.
  • Prepare reports, memos, and presentations for internal and external audiences detailing accessibility compliance and contract status, program updates, and project progress.
  • Prepare correspondence, briefing documents, and narrative and statistical reports for department management.
  • Research, assemble, analyze, and interpret data from accessibility related surveys, studies, and reports.

Contract Management (10%)
  • Prepare and evaluate Requests for Proposals (RFPs), or their equivalent, for accessibility services, in alignment with ADA requirements and best practices.
  • Monitor contract implementation, including vendor deployment and performance, to ensure adherence to contract terms, service quality, and timelines.

Administration (10%)
  • Track and manage timelines, deliverables, and project milestones to ensure accountability and on-time completion, and provide recommendations to improve efficiency and service delivery.
  • Maintain organized systems for calendars, databases, files, and communications
  • Support administrative functions including budget development and monitoring, standard operating procedure development, and documentation of outcomes.
  • Obtain certifications/credentials and attend training as required to perform assigned duties.

Supervision (5%)
  • Establish and monitor performance expectations of employees and volunteers supervised, in alignment with departmental objectives.

Other duties as assigned.
Requirements/Minimum Qualifications
Candidates for this position must currently have the civil service job classification of Management Analyst.
Core competencies for success in the position
  • Experience with and knowledge of disability access principles and best practices, as applied to municipal government.
  • Working knowledge of state and federal disability access laws, regulations, and technical requirements applicable to local governments, including but not limited to the Americans with Disabilities Act, Section 504 of the Rehabilitation Act, and Title 24 of the California Building Standards Code.
  • Certification from the ADA Coordinator Certification Program (ADACC, formerly ACTCP) at the time of appointment, or obtain the Certification within 2 years of appointment.
  • Strong project management, event planning, administrative management, analytical, written communication, and conflict resolution skills.
  • Ability to work and exercise judgement independently.
