Job description

Dynamo Technologies LLC is seeking a candidate experienced in Property Accountability to support the Program Manager for Positioning, Navigation, and Timing (PM PNT) as a Property Accountability Specialist. You will oversee all Government Furnished Property (GFP) and Contractor-Acquired Property (CAP), ensure compliance with DoD and Army regulations, and manage the lifecycle of all accountable equipment. This is an in-person position in Aberdeen Proving Ground, MD. Duties/ Responsibilities: Maintains full accountability and custody of all Government Furnished Equipment (GFE) and Contractor-Acquired Property (CAP) issued under the task order, ensuring compliance with applicable DoD, Army, and organizational policies including AR 735-5, FAR 52.245-1, DFARS, and PD ARL guidance.
Conducts 100% initial inventories upon equipment receipt, documents property acceptance through DD Form 1149, and performs recurring 10% monthly spot inventories for non-sensitive items and 100% inventories for sensitive items; ensures findings are reconciled and reported within three days of discovery.
Manages and tracks property through Defense Property Accountability System (DPAS), PIEE GFE Module, WebUIT, PBUSE, and other systems such as AESIP, LOGSA LIW, WebFLIS, TAMMS-A, ensuring accurate and timely updates to all databases of record.
Ensures all GFE, CAP, and government-retained property is labeled with 2D barcodes and properly registered in the Item Unique Identification (IUID) Registry; monitors IUID Verification Report CDRLs and resolves discrepancies with contractors via formal comments.
Reviews and submits GFE Status Reports (CDRL A007), ensuring all GFE and CAP are accurately reflected, and collaborates with Product Support Managers and Contracting Officer’s Representatives (CORs) to maintain accurate property records reflecting all inflows and outflows.
Conducts periodic contractor record audits, supports property reviews, and facilitates joint inventories during phase-in/phase-out operations to ensure seamless transitions of custody and proper documentation.
Maintains and updates inventory lists for both GFE/CAP and non-GFE property holdings (e.g., B5-333A, BLDG 1065), including physical verification, documentation control, and SharePoint updates, in compliance with AR 25-50 standards.
Ensures compliance with all property control procedures, including safeguarding, documentation accuracy, and return of equipment upon contract completion; provides administrative support for correspondence tracking, scheduling, and logistical coordination with PM PNT leadership and staff.
Resolves issues related to contractor property accountability through formal CDRL feedback processes, supports user access and training for property management systems such as WebUIT and DPAS, and ensures personnel accounts are established and properly maintained across required platforms.
Required Skills/Abilities: Ability to manage the full lifecycle of Government Furnished Property using PIEE GFP module and DD-1149.
Skill in performing 100% inventories at receipt and monthly 10% spot checks; 100% monthly inventory of sensitive items per AR 735-5.
Knowledge of reporting requirements in accordance with AR 735-5 and FAR 52.245-1 within a 3-day notification window.
Ability to maintain accurate records of custody transfers and ensure proper documentation.
Understanding of AR 735-5, FAR 52.245-1, DFARS 252.245-7002, and applicable CDRLs (e.g., A007).
Experience developing and executing Phase-In/Phase-Out Plans (CDRLs A008 & A009).
Experience leading or participating in joint inventories during transition phases to ensure accurate property accountability.
Ability to review/edit documents in compliance with AR 25-50 and ensure timely updates on SharePoint.
Competence in tracking and ordering office supplies to support mission operations.
U.S Citizenship required
Nice-to-Have Skills: Experience with Asset Management Systems beyond PIEE (e.g., Maximo, Remedy, DPAS).
Familiarity with Army/DoD logistics support tools and supply chain systems.
Knowledge of CDRL preparation and management beyond those cited (A007, A008, A009, A010).
Experience supporting base closures or large-scale transitions.
Skill in data visualization/reporting tools (e.g., Power BI, Tableau).
Basic understanding of contract close-out procedures.
Education and Experience: Bachelor's degree in a relevant discipline.
Ten (10) additional years of relevant experience in lieu of a degree.
Travel Requirement: 30% Travel
