Job description

The Payroll Specialist is responsible for the accurate and timely processing of Eastern Territory Headquarters (THQ) employee payroll, maintenance of related payroll records, and administration of payroll-related activities in compliance with federal, state, and local regulations. This position will also serve as backup for Eastern Territory monthly retired officers' and employee pension payrolls. The Payroll Specialist will serve as a resource for THQ employees regarding payroll, deductions, benefits, and related inquiries

Based in West Nyack, NY, this position requires approximately 35 hours of work per week and is eligible for a hybrid work arrangement after three months of employment (3 days onsite/ 2 days remote).


  • Process biweekly payroll for all THQ employee payroll groups (e.g., exempt, non-exempt, and seasonal/temporary).
  • Serve as backup for the monthly payroll of retired officers and employee pension.
  • Ensures accurate calculation of wages, tax withholdings, benefit deductions, retirement contributions, and other payroll-related transactions.
  • Validate changes made by Human Resources to wages, tax withholdings, benefit deductions, and/or retirement contributions.
  • Process payroll adjustments/corrections, voids, prepayments, and off-cycle payroll payments as needed.
  • Review pre-payroll and post-payroll data for completeness and accuracy.
  • Maintain payroll schedules and ensure payroll deadlines are consistently met.
  • Coordinate payroll funding with Payroll Manager and Assistant Controller of Operating Accounts.

Employee Support and Benefits Administration

  • Transmit 403(b) contribution details, including loan repayments, to the plan administrator on a timely basis.
  • Review and verify the monthly Command billing statements for health insurance, long-term disability (LTD), and AFLAC.
  • Respond to employee and management payroll inquiries in a timely manner and resolve payroll issues as they arise.
  • Maintain confidentiality of employee compensation and personal information.

Additional

  • Generate standard or ad-hoc management reports for Human Resources, Risk Management, and Pension Bureau as required.
  • Support annual external audit by providing payroll documentation.
  • Become a subject matter expert on the UKG system.
  • Identify opportunities to improve payroll accuracy, efficiency, and internal controls.
  • Remain up to date on new and changing regulations and labor laws impacting payroll processes and payroll tax-related matters; update payroll procedural documentation as required.
  • Perform any other duties as assigned, including assisting with projects.

  • Bachelor's degree
  • Minimum of 3-5 years of high-volume payroll processing experience, preferably for a minimum company size of 1,000 with multi-state workforce.
  • Experience working with cloud-based payroll systems, such as UKG, ADP, Workday, Paylocity or other similar platforms.
  • Strong knowledge of payroll principles, procedures and payroll tax regulations.
  • Nonprofit payroll experience is a plus.
  • Proficiency with Microsoft Excel, including knowledge of complex formulas (e.g., pivot tables, VLOOKUP, etc.)
  • Strong organizational skills and ability to meet strict deadlines.
  • Excellent customer service and communication skills.
  • Fundamental Payroll Certification (FPC) preferred but not required.
