Job Description:
The Payroll Manager is responsible for the administration, accuracy, and compliance of the College's payroll and timekeeping operations and serves as the primary functional resource for payroll systems and processes.
Job Responsibilities:
  • Manage and administer the College's bi-weekly payroll process, ensuring timely, accurate, and compliant processing of employee and student payroll.
  • Serve as the primary functional resource for Workday timekeeping and payroll processes. Monitor system processes and configurations to identify discrepancies and compliance concerns; research and resolve complex payroll issues; and determine or recommend appropriate process, eligibility, or system changes. Coordinate testing and implementation of approved changes.
  • Collaborate with Human Resources to evaluate and implement payroll requirements associated with new or revised benefits, deductions, compensation, tax status, and other employment changes.
  • Administer and monitor Workday timekeeping for all hourly employees, providing training, guidance, and support to employees and supervisors to promote accurate, timely, and compliant timekeeping and payroll processing.
  • Administer processes supporting payroll and employment compliance for international students and employees, utilizing the College's Foreign National Information System (FNIS). Identify individuals requiring access, communicate required actions and deadlines, monitor completion, and follow up as needed. Monitor international student employment and hours to ensure compliance with applicable limits and requirements.
  • Administer Bonner Scholar program stipends in coordination with the Bonner Office.
  • Coordinate with third-party service provider regarding jurisdictional updates, amendment process, tax reporting, and annual reconciliation for W-2 processing.
  • Prepare, reconcile, and transmit payroll-related reports, vendor files, and payments, ensuring accuracy and compliance with applicable requirements. Responsibilities include retirement contributions, garnishments, levies, new-hire reporting, and reports required by college departments, external granting agencies, and internal or external audits.
  • Administer alternative payroll disbursement processes as part of the College's Emergency Operations Plan.
  • Provide assistance with monitoring and reconciling the Workday procurement punchout process, audits, general accounting and other financial matters as needed.

Job Qualifications:
  • Bachelor's degree required, or an equivalent combination of education and experience may be considered in lieu of degree.
  • Five years of progressively responsible payroll administration experience required.
  • Experience with payroll tax compliance, payroll reporting, and reconciliation processes required.
  • Workday or comparable enterprise payroll and human resources system experience preferred.
  • Experience with foreign national payroll or tax processes preferred.
  • Strong analytical, problem-solving, and research skills required, with the ability to evaluate information and determine appropriate courses of action.
  • Strong organizational, communication, and interpersonal skills required.
  • Proficiency with Microsoft Office applications, including advanced Excel skills required.
  • Ability to manage multiple priorities and work effectively during high-demand payroll periods required.

Physical Demands:
General office environment that requires sitting on a constant basis. The candidate will perform computer work, keyboard use, and telecommunications on a frequent basis. Manual dexterity will be required to perform keyboard and writing activities on a frequent basis. Visual acuity is required on a frequent basis to read and review print and electronic documents. Reaching and pushing/pulling with a force of up to 10lbs will be performed on a rare basis. Mobility of the candidate will be sufficient to allow moving about the office and to and from the building on an occasional basis. The physical demands must be met to successfully perform the essential functions of this job.
