About the role:

We are seeking a Programming Manager to lead and oversee the design, development, and implementation of enterprise software solutions, reporting systems, and data integrations at Capital Health Plan. This role is responsible for guiding development teams, aligning technical solutions with business needs, and ensuring the reliability, security, and scalability of applications and data systems across the organization.

The Programming Manager partners closely with business leaders, IS leadership, and stakeholders to prioritize initiatives, define development standards, and drive delivery of custom applications, data warehouse solutions, vendor integrations, and reporting capabilities. This role plays a critical part in ensuring Capital Health Plan remains technologically competitive while meeting regulatory and operational requirements.


We're looking for someone who has:
  • Bachelor's degree in Computer Science, Information Systems, or a related field, or equivalent education and experience
  • Minimum of seven years of related programming, system design, or application development experience preferred
  • Demonstrated experience leading or supervising technical teams in a development environment
  • Strong experience in application architecture, system design, and enterprise solutions
  • Ability to analyze business and technical requirements and translate them into scalable solutions
  • Experience defining development standards, performance metrics, and delivery processes
  • Strong troubleshooting skills with the ability to resolve complex system and application issues
  • Ability to communicate effectively with both technical and non‑technical stakeholders
Highly preferred candidates also have:
  • Experience working with data warehousing, reporting systems, and vendor integrations (EDI/data feeds)
  • Experience in healthcare, managed care, or regulated environments
  • Experience leading development efforts tied to regulatory or compliance programs
  • Strong knowledge of system security, scalability, and performance optimization
  • Experience evaluating new technologies and leading adoption efforts
  • Strong project management skills with the ability to prioritize competing initiatives
