AttainX is seeking an experienced and highly motivated Program Manager to provide leadership, operational oversight, and strategic direction in support of complex federal and environmental programs. This position serves as the primary leadership interface for program execution and is responsible for managing technical, operational, administrative, and staffing activities to ensure successful contract performance and mission support.


The Program Manager serves as the senior lead responsible for managing and overseeing all contractor-delivered general support services supporting the DOE Hanford Field Office (HFO). This individual will be responsible for ensuring high-quality execution of administrative, technical, engineering, project management, safety, environmental and oversight support functions that enable DOE to fulfill its regulatory, operational and mission objectives for the Hanford Site.

The ideal candidate is an accomplished leader with experience managing large-scale federal, Department of Energy (DOE), environmental, nuclear, remediation, or similarly complex programs. The Program Manager must possess exceptional communication, organizational, and leadership skills, along with the ability to effectively manage multidisciplinary teams, competing priorities, and evolving operational requirements in a fast-paced environment.

Qualifications:

  • Bachelorโ€™s degree from an accredited college or university in Business Administration, Engineering, Project Management, Environmental Science, Construction Management, or a related field required. Masterโ€™s degree preferred.
  • 20+ years of progressive program or project management experience supporting Federal Government, DOE, environmental remediation, nuclear operations, construction management, or similarly complex programs.
  • 10+ years of leadership experience managing multidisciplinary teams, operational performance, budgets, schedules, staffing, and contract deliverables.
  • Demonstrated experience managing large, complex contracts or programs involving technical, operational, and administrative oversight.
  • Experience supporting deactivation, decommissioning, demolition, remediation (DD&R), environmental cleanup, nuclear operations, mission support services, or related federal programs preferred.
  • Knowledge of project management principles, risk management, performance metrics, and operational planning.
  • Experience in managing and overseeing large multi-million budgets and proficient in associated accounting, audits and financial controls.
  • Proven ability to build and maintain effective working relationships with clients, stakeholders, subcontractors, and internal teams.
  • Excellent verbal and written communication skills, including experience preparing reports, briefings, and executive-level communications.
  • Strong analytical, organizational, and problem-solving skills with the ability to manage multiple priorities simultaneously.
  • Proficiency in Microsoft Office Suite, including Word, Excel, PowerPoint, and Outlook.
  • Project Management Professional (PMP) certification or relevant DOE/federal certifications, preferred.
  • Must have or be able to obtain and maintain a DOE Public Trust security clearance.

Key Responsibilities:

  • Provide overall leadership, direction, and management for program operations, technical performance, and administrative activities.
  • Serve as the primary point of contact for customers, stakeholders, and internal leadership regarding program performance and operational activities.
  • Lead and oversee multidisciplinary teams to ensure successful execution of program objectives, deliverables, schedules, and performance requirements.
  • Develop and manage staffing plans, work plans, resource allocations, budgets, schedules, and operational priorities.
  • Monitor program performance metrics and implement corrective actions, process improvements, and risk mitigation strategies as needed.
  • Ensure compliance with contractual requirements, company policies, safety standards, quality assurance requirements, and applicable federal regulations.
  • Prepare and deliver regular status reports, performance updates, presentations, and executive briefings.
  • Coordinate effectively with subcontractors, vendors, clients, and government representatives to support successful program execution.
  • Foster a culture of safety, accountability, teamwork, operational excellence, and continuous improvement.
  • Support recruiting, employee development, performance management, and workforce planning activities.
  • Identify opportunities for operational efficiencies, innovation, and enhanced program performance.
  • Perform additional duties and special projects as assigned.

Work Environment:

  • Position is primarily onsite at the Hanford Field Office in Richland, Washington.
  • Occasional travel may be required based on business or program needs.
  • Candidate must reside within commuting distance of the work location or be willing to relocate.
