Job description

PLEASE NOTE: Based on the current hiring restrictions, selectees may be subject to additional approvals prior to an offer being extended.

This position is located at Bureau of the Fiscal Service, Human Capital Division. As a HR Specialist (Employee Relations), you will provide seasoned consultative services and operational handling on the most difficult and complex Employee Relations (ER) issues being raised.

Qualifications:You must meet the following requirements within 30 days of the closing date of this announcement.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year and indicate number of hours worked per week on your resume.
For the GS-13, you must have one year (52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:
-Experience researching human resources concepts, principles, laws and regulations in order to advise management on appropriate resolutions regarding employee relations and performance management related issues.
Examples of such experience could include:
-Interpreting and applying federal regulations, laws, executive orders, and agency HR policies to resolve employee conduct, performance, and grievance issues; AND
-Conducting research and analysis to provide informed guidance on employee relations; AND
-Independently developing and delivering employee relations training to senior officials; AND
-Drafting legally sufficient disciplinary and performance documentation.

If you are a displaced or surplus Federal employee eligible for the Career Transition Assistance Plan (CTAP)/Interagency Career Transition Assistance Plan (ICTAP), achieve a well-qualified score of 85 or higher to receive priority consideration.
