Employment Position: Environmental & Sustainability Support Specialist (On-Call)
Location: Remote with Periodic travel to Federal Regional Offices throughout the United
States.
Employment Type: Part-Time / On-Call, up to 650 hours per year
Hourly Rate: $40.00 an hour for part-time W-2 employment. Independent contractor (1099)
rate available upon request.
The Environmental & Sustainability Support Specialist will provide environmental consulting
services and subject matter expertise in support of environmental compliance, hazardous
materials management, facility environmental auditing, regulatory compliance, and
environmental program management activities. The successful candidate will serve as a
subject matter expert and provide technical guidance, research, analysis, documentation,
training, and program support to help ensure federal facilities and operations comply with
applicable federal environmental requirements and agency policies.
The position requires participation in recurring monthly meetings and project reviews, with
workload varying from week to week based on agency priorities. The individual must be able
to respond to ad hoc work requirements within 1-2 hours during established support
periods.
Responsibilities may include:
Environmental Compliance:
  • Provide subject matter expertise regarding federal environmental laws, regulations,
    policies, and agency requirements.
  • Support implementation and management of organizational environmental
    compliance programs.
  • Provide technical guidance regarding requirements under the Resource Conservation
    and Recovery Act (RCRA), Emergency Planning and Community Right-to-Know Act
    (EPCRA), EPA's Toxic Release Inventory (TRI) reporting requirements, and other
    applicable environmental regulations.
  • Research environmental regulatory requirements and evaluate their applicability to
    federal facilities, activities, and operations.
  • Develop technical guidance, recommendations, reports, and other documentation to
    support environmental compliance.
  • Identify potential compliance issues and assist federal personnel in developing
    appropriate corrective actions and solutions.
  • Participate in environmental program meetings, technical reviews, and other agency
    environmental initiatives.

Hazardous Materials & Universal Waste Management:
  • Provide technical support for hazardous materials and waste management activities.
  • Support the development, implementation, and maintenance of the FPS Materials
    Stewardship Program Manual.
  • Develop guidance for identifying, handling, storing, managing, and disposing of
    hazardous materials and universal waste.
  • Develop and deliver training on Universal Waste regulations and customer-specific
    environmental requirements.
  • Assist facilities in identifying materials subject to applicable environmental
    requirements.
  • Provide technical recommendations to promote safe and compliant hazardous
    material handling and disposal practices.
  • Evaluate existing processes and recommend improvements to strengthen
    environmental compliance and materials stewardship.

Facility Environmental Auditing:
  • Plan, conduct, and document environmental compliance audits of federal facilities
    and operations.
  • Develop and maintain facility environmental audit questionnaires, checklists,
    assessment tools, and supporting documentation.
  • Review facility practices and documentation to determine compliance with
    applicable environmental regulations and requirements.
  • Document audit observations, findings, recommendations, and corrective actions.
  • Assist federal personnel with tracking and resolving environmental audit findings.
  • Conduct internal Environmental Compliance Office reviews and related
    environmental assessment activities.
  • Develop and update Standard Operating Procedures (SOPs) for facility environmental
    audits in accordance with organizational requirements.
  • Support continuous improvement of environmental audit processes and procedures.
    Environmental Data Management & Reporting:
  • Collect, review, analyze, and maintain environmental compliance and facility audit
    data.
  • Utilize environmental data management and tracking systems to document audit
    activities, findings, corrective actions, and compliance information.
  • Support use of the Environmental Assets Review & Tracking Hub (EARTH) and U.S.
    Army Corps of Engineers compliance tracking systems, including CP-Track/TEAMS
    Guide, as applicable.
  • Analyze environmental program information and develop summary reports, status
    updates, briefing materials, and management presentations.
  • Maintain accurate and organized environmental program documentation and
    records.
  • Monitor open items, findings, and corrective actions and provide status updates to
    federal stakeholders.

Program & Technical Support:
  • Participate in monthly standing meetings, project reviews, technical discussions, and
    environmental program activities.
  • Provide timely technical responses and recommendations to federal personnel as
    environmental questions and requirements arise.
  • Review technical documents, policies, procedures, guidance, and other
    environmental program materials.
  • Prepare technical memoranda, reports, presentations, training materials, SOPs, and
    other program documentation.
  • Coordinate with organization headquarters, regional personnel, facility
    representatives, contractors, and other stakeholders.
  • Manage multiple assignments with priorities and workload that may change based on
    agency requirements.
  • Provide on-call environmental subject matter expertise and respond to ad hoc work
    requirements within required response periods.
  • Perform other environmental and sustainability support activities as required by the
    program.

Required Qualifications:
  • Bachelor's degree in Science, Engineering, Information Technology Systems,
    Environmental Science, Environmental Engineering, Environmental Management, or
    related technical discipline, or equivalent qualifications.
  • Minimum of five (5) years of relevant experience and training in environmental,
    energy, engineering, IT systems, or another applicable technical discipline.
  • Demonstrated knowledge of federal environmental laws and regulations, including
    RCRA, EPCRA, and EPA's TRI reporting requirements.
  • Experience supporting environmental compliance programs and interpreting
    regulatory requirements.
  • Experience with hazardous material and waste management requirements.
  • Experience conducting or supporting facility environmental compliance audits.
  • Ability to develop audit questionnaires, checklists, SOPs, technical guidance, and
    other environmental compliance documentation.
  • Experience collecting, managing, analyzing, and reporting environmental compliance
    data.
  • Strong technical writing, research, analytical, and documentation skills.
  • Ability to communicate technical and regulatory information clearly to both technical
    and non-technical stakeholders.
  • Strong organizational skills with the ability to manage multiple assignments and
    changing priorities.
  • Ability to work independently and provide recommendations with limited
    supervision.
  • Strong proficiency with Microsoft Office applications, including Word, Excel,
    PowerPoint, Teams, and related collaboration tools.
  • Ability to respond to time-sensitive and ad hoc requests within required response
    periods.
  • Ability and willingness to travel periodically to Regional Offices and facilities
    throughout the United States.
  • Ability to meet applicable federal security, suitability, background investigation, and
    facility access requirements.

Preferred Qualifications:
  • Previous experience supporting a federal agency.
  • Experience with environmental audit and compliance tracking systems.
  • Experience coordinating environmental compliance activities across multiple facilities
    or geographic regions.
  • Experience working directly with federal clients and providing environmental subject
    matter expertise.

Travel & Work Requirements:
This position requires periodic travel to Federal Regional Offices and facilities throughout the
