\r\n\r\n\r\n\r\nTheState of Connecticut, Office of Governmental Accountability (OGA), is seeking qualified applicants for the anticipated opening of Executive Director of the Judicial Review Council (JRC). The JRC is established by Section 51-51k of the Connecticut General Statutes (CGS) and is responsible for receiving and investigating complaints involving the conduct of judges, workers' compensation commissioners, and family support magistrates.\r\n\r\n\r\nPOSITION HIGHLIGHTS\r\n\r\n\r\n\r\n\r\n Monday - Friday\r\n Part-time(The hours of the position vary and range from fifteen (15) to twenty-five (25) hours per week.)\r\n First shift (during regular business hours of 8:00 AM and 5:00 PM)\r\n Location: 505 Hudson Street, Hartford, CT\r\n Hybrid position (telework and in office)\r\n \r\n\r\nTHE ROLE\r\n\r\n\r\nThe Executive Director, appointed by the Governor, serves as the Council's chief administrator and lead investigator. This role requires a Connecticut attorney experienced in courtroom practice, with strong knowledge of judicial ethics, investigative procedures, the Connecticut rules of evidence, and the functions of state government.\r\n\r\nIn this role, you will manage all complaints submitted to the Council, conduct investigations, prepare reports, present evidence at hearings, and oversee the daily operation of the Council's office.\r\n\r\n\r\n\r\nABOUT THE JUDICIAL REVIEW COUNCIL\r\n\r\n\r\nThe Judicial Review Council is a statewide body composed of judges, attorneys, and public members appointed by the Governor with legislative approval. The Council reviews and investigates allegations of misconduct and, when appropriate, conducts probable cause and public hearings. The Council adopts regulations, publishes an annual report, and provides public information regarding its purpose and processes.\r\n

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Judicial Review Council this class is accountable for directing the day-to-day operations of the Council.\r\n
EXAMPLES OF DUTIES
\r\n\r\n Leads and manages the Council's administrative operations;\r\n Reviews all incoming complaints and prepares summaries for Council review;\r\n Conducts investigations involving judges, workers' compensation commissioners, administrative law judges, and family support magistrates;\r\n Prepares investigative reports and presents findings at monthly Council meetings;\r\n Drafts official correspondence, charges, notices, and related documents as directed by the Council;\r\n Prepares for and prosecutes probable cause hearings, including:\r\n \r\n Conducting legal research and preparing cases;\r\n Interviewing witnesses;\r\n Collecting and organizing evidence;\r\n Presenting cases and examining or cross-examining witnesses;\r\n \r\n \r\n Stays informed about legislative developments affecting the Council;\r\n Oversees day-to-day office operations, including required administrative reporting, coordination with other state agencies, responding to public inquiries, and preparing the annual report;\r\n Ensures timely distribution of complaints, investigative reports, agendas, and materials to Council members;\r\n Attends and supports monthly Council meetings;\r\n Performs related duties as required.\r\n\r\n\r\n
KNOWLEDGE, SKILL AND ABILITY
\r\n\r\n Considerable knowledge of\r\n \r\n relevant state and federal laws, statutes and regulations;\r\n law and legal process, principles and practices, administrative law, constitutional law and rules of evidence;\r\n Uniform Administrative Procedures Act;\r\n \r\n Knowledge of\r\n \r\n and ability to apply management and business principles and practices;\r\n legislative process;\r\n \r\n Considerable\r\n \r\n interpersonal skills;\r\n oral and written communication skills.\r\n \r\n\r\n\r\n
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Ten (10) years of experience in the practice of law trying cases in all Connecticut courts.\r\n\r\n\r\nNOTE: Incumbents in this class cannot be affiliated with any law firm that currently practices or could practice before Connecticut courts.\r\n
PREFERRED QUALIFICATIONS
\r\n Licensed attorney with the Connecticut bar who will not otherwise be engaged in the practice of law\r\n Experience with Connecticut court procedures and the role of judges\r\n Experience with prosecutions, trials, and administrative hearings\r\n Experience with legal ethics and legal codes of conduct for judges and attorneys\r\n Experience conducting legal research and drafting legal documents\r\n Administrative or supervisory experience\r\n\r\n
