Job description

HGA is seeking a Part-Time Project Manager to support client operations within our Integrated Services division. The Part-Time Pipeline Project Manager is responsible for managing pipeline repair, replacement, relocation, remediation, and system upgrade projects for regional pipeline operators. This position will coordinate projects from initial scope development through engineering, construction support, commissioning, documentation, and closeout.
The ideal candidate will have extensive hands-on pipeline experience and a practical understanding of pipeline operations, maintenance, construction, corrosion control, integrity activities, and regulatory requirements. Experience managing large capital or long-distance pipeline projects is not required.
This role is intended for an experienced pipeline professional who can work directly with local operators, engineering personnel, field employees, contractors, and vendors to develop practical solutions and keep projects moving safely and efficiently. Because this is a part-time position, the Project Manager will focus primarily on assigned project execution rather than the broader operational management of the group.
Essential Duties and Responsibilities
Project Management
  • Manage assigned pipeline repair, replacement, relocation, remediation, and system upgrade projects.
  • Serve as the primary day-to-day client contact for assigned projects.
  • Assist clients with developing project scopes, execution plans, schedules, cost estimates, and contractor requirements.
  • Coordinate engineering, field, construction, vendor, and contractor activities.
  • Track project schedules, budgets, deliverables, decisions, and action items.
  • Provide clear and practical project updates to clients and internal management.
  • Identify project risks and work with the appropriate personnel to develop workable solutions.
  • Manage project changes and communicate their potential effects on scope, schedule, and cost.
  • Support project documentation and closeout.
Engineering and Technical Coordination
  • Coordinate with pipeline engineering, corrosion, integrity, operations, survey, environmental, permitting, and right-of-way personnel as required by each project.
  • Help translate field and operational needs into clear engineering scopes of work.
  • Review plans, specifications, construction documents, and contractor work scopes for practical field application.
  • Participate in constructability reviews and project planning meetings.
  • Support the evaluation of pipeline repair methods and replacement alternatives.
  • Assist with the development and review of as-built information and final project records.
  • Help resolve engineering and field issues during construction.
Construction and Field Support
  • Participate in job-site visits, contractor meetings, and field coordination activities as needed.
  • Coordinate engineering support during construction, testing, commissioning, and startup.
  • Support contractor bid evaluations and selection activities.
  • Monitor construction progress and communicate project issues to the client and internal team.
  • Coordinate responses to field changes, operational concerns, and contractor questions.
  • Promote compliance with applicable safety requirements, client procedures, and project specifications.
  • Support hydrostatic testing, commissioning, purging, line packing, and return-to-service activities when applicable.
Client and Contractor Coordination
  • Develop and maintain productive working relationships with local and regional pipeline operators.
  • Work effectively with operations personnel, maintenance employees, technicians, inspectors, engineers, contractors, and vendors.
  • Conduct or participate in project coordination meetings as appropriate.
  • Prepare or assist with contractor scopes of work, bid documents, and technical requirements.
  • Help ensure that contractors understand the project scope, site conditions, operational constraints, and client expectations.
Required Qualifications
Experience
  • Substantial hands-on experience in the pipeline industry.
  • Practical experience supporting pipeline operations, maintenance, construction, integrity, corrosion control, or system improvement activities.
  • Experience coordinating pipeline projects involving field personnel, contractors, engineers, and vendors.
  • Experience developing scopes of work, reviewing contractor proposals, and supporting work from planning through closeout.
  • Working knowledge of pipeline safety, regulatory, and operator requirements.
  • Ability to manage multiple smaller projects and priorities concurrently.
Education
  • Technical degree, associate degree, vocational training, or equivalent pipeline industry experience.
  • A bachelor's degree is not required when supported by substantial relevant pipeline experience.
Preferred Experience
  • Experience working directly for or alongside a pipeline operator.
  • Experience with pipeline repair, replacement, relocation, maintenance, or integrity projects.
  • Experience with cathodic protection, coatings, AC mitigation, foreign crossings, internal corrosion, or pipeline remediation.
  • Experience supporting pipeline construction, hydrostatic testing, commissioning, purging, or line packing.
  • Familiarity with contractor bidding, construction specifications, as-built documentation, and project closeout.
  • Experience with natural gas transmission or liquids pipeline systems.
  • Familiarity with North Louisiana and surrounding regional pipeline operations.
Technical Knowledge
  • Pipeline construction, maintenance, and repair practices.
  • Pipeline corrosion control and integrity considerations.
  • Cathodic protection, coatings, isolation, grounding, and interference considerations.
  • Pipeline crossings and coordination with foreign pipeline operators.
  • Hydrostatic testing, commissioning, and return-to-service activities.
  • Basic understanding of applicable federal and state pipeline regulations.
  • Contractor scope development and field coordination.
  • Construction documentation, redlines, and as-built records.
  • Microsoft Office and practical project tracking tools.
