POSITION SUMMARY:
This position is a Selected Exempt Service (SES) position responsible for supervision of staff and incumbent spends the majority of time communicating in a consultative manner, motivating, training and evaluating members while planning and directing their work. Planning is an integral aspect of the position, including the scheduling or supervision of planning or activities that accomplish the goals and objectives of the organizational unit. Manages those members responsible for providing human resource activities for the Florida Department of Law Enforcement, including organizational planning and development, employee relations, position classification, personnel records, insurance benefits, retirement, recruitment/selection, and promotion/demotion.
DUTIES & RESPONSIBILITIES:
Specific duties include:
- Serving as the department's Human Resource Officer formulating personnel-related policies, procedures goals and assuring consistent application throughout the department;
- Evaluating department programs as they relate to human resources and assisting in the development and implementation of strategies for the improvement of program effectiveness;
- Communicating and interacting with other organizational units, managers, and executives, as well as subordinates, to accomplish individual and unit goals and objectives;
- Interpreting rules, regulations, and state and federal law related to human resource management and advising department personnel and leadership accordingly;
- Overseeing HR-related activities to ensure the proper and lawful appointment of department personnel; and
- Managing and preparing reports and surveys related to major human resource management issues and formulating recommendations.
To be considered as a potential candidate, you must meet the minimum qualifications(s) listed below. Degrees must be from an accredited college or university as recognized by the U.S. Department of Education.
MINIMUM QUALIFICATIONS:
- At least 10 years of human resource-related experience, three of which must be in a supervisory capacity.
- A bachelor's degree from an accredited college or university can substitute for four years of experience.
- A master's degree can substitute for one year of experience.
- Any combination of education or experience, as described above.
KNOWLEDGE, SKILLS & ABILITIES:
- Knowledge of human resource principles and practices including state and federal employment laws, as well as State of Florida personnel rules and benefits programs;
- Knowledge of principles and processes involved in business and organizational planning, coordination, and execution;
- Strong decisionmaking and strategic planning abilities;
- Strong integrity and sound professional judgment;
- Skilled in managing complex and sensitive organizational issues;
- Effective time management skills;
- Skilled in conflict resolution and difficult conversations;
- Ability to motivate, develop, and direct people as they work;
- Ability to use multiple approaches when learning or teaching new things;
- Ability to communicate effectively both verbally and in writing;
- Ability to maintain sensitive and confidential information with discretion;
- Ability to build relationships and collaborate across all levels of the organization; and
- Ability to interpret, apply, and explain complex policies and laws.

FDLE requires an extensive background process of all recommended applicants. Preference will be given to current FDLE members who have satisfactorily completed at least six months of the probationary period for their current position.
