The Dave Purchase Project is a 501C (3) nonprofit dedicated to harm reduction and disease prevention through Syringe Service Programs (SSPs). We aim to reduce the spread of blood-borne diseases and empower vulnerable communities with resources and knowledge to make informed healthcare choices.

Locally, we operate the Tacoma Needle Exchange (TNE), the first legally-sanctioned SSP in the U.S., providing harm reduction education, care coordination, HIV/HCV testing, safer injection supplies, and more to residents of Pierce County. Nationally, through our Buyers Club (NASEN), we support SSPs across the U.S., Puerto Rico, and the U.S. Virgin Islands by ensuring equitable access to affordable supplies and best practices. We believe in meeting people "where they are," and offer all services for free and in a non-judgmental and collaborative environment.

Position Summary:

The Outreach Supervisor is a 40-hour per week in-office position.

This is a collaborative supervisor role within the Tacoma Needle Exchange (TNE), working closely with participants we serve and team members to ensure the smooth operation of Syringe Service Programming. This role involves partnering with the outreach team, Peer Care Navigators, Drug Checking Technicians, and Director of Operations to deliver participant-centered harm reduction services. The Outreach Supervisor also works with community partners to strengthen relationships, promote awareness, and enhance access to TNEs services. This position is key to fostering a respectful, empathetic, and team-oriented environment that aligns with harm reduction principles and values.

Responsibilities:

Oversee the daily operations and ensure the smooth delivery of all tasks and services within TNE's syringe service programs.

Ensure adequate staffing for all outreach activities, including managing schedules and addressing coverage needs in the event of absences or call-outs.

Ensure program services are effective, participant-centered, and aligned with the organizations harm reduction philosophy, while meeting the requirements of funding agreements and adhering to all federal, state, and local regulations.

Regularly monitor inventory levels (alongside inventory team members) for all TNE supplies, including office and harm reduction materials, and proactively coordinate with team members to ensure timely restocking.

Provide guidance, regular feedback, and continuous training to enhance staff knowledge, improve service delivery, and foster a positive experience for both program participants and team members.

Foster open dialogue with participants and community members to gather insights and continuously enhance our services.

Conduct and coordinate data entry to accurately capture and document measurable outcomes.

Maintain accurate, consistent, comprehensive, and clearly organized records and data for all program activities and participants.

Review and ensure the accuracy of RedCap reports daily, making updates or removals as necessary.

Work with community members and organizations to educate on overdose prevention and increase overdose preparedness and access to naloxone

Regularly conduct outreach to ensure an ongoing presence at the sites and foster strong connections with both participants and team members.

Identify and participate in local events that will increase the organization's activism profile and connection to the community..

Maintain strategic relationships with community organizing groups, coalitions, and other community stakeholders.

Oversee the HIV and HCV testing program and submit corresponding reports.

Adhere to HIPAA regulations and maintain confidentiality in accordance with organizational policies, as well as federal and state requirements.

Collaborate with the outreach team, Peer Care Navigators, Drug Checking Technicians, to coordinate daily activities and support seamless programming.

Partner with the Director of Operations to align team efforts with organizational goals.

Facilitate weekly team meetings to foster open communication, address concerns, and encourage idea-sharing.

Requirements and Experience:

The Outreach Supervisor is expected to have extensive knowledge of harm reduction, medication treatment modalities, syringe service programs, HCV, and HIV.

Familiarity with RedCap a plus but not required

Significant work experience in the areas of substance use, sex work, and HIV/HCV prevention desired. Skills in the areas of safer injection, safer drug use techniques, and overdose prevention, HIV/HCV prevention and treatment desired.

Knowledge of health and human service agencies and geography of Pierce County is preferred.

Must be organized, self-motivated, and willing to work as a team. Must possess strong interpersonal and communication skills. Must be willing to solve problems as they arise in a hands-on fashion.

Must possess an active interest in harm reduction, syringe exchange, and/or social justice as it pertains to individuals who use drugs or engage in sex work.

Must be dedicated to advancing an agenda of equal rights and social justice for marginalized individuals, especially through participation in advocacy and national support.

Knowledge of current community resources and how to access them on behalf of clients.

Must have a valid driver's license, and a clean driving record.

2-3 years supervision experience is preferred.

Training in motivational interviewing.

Mental Health First Aid.

Background check through Washington State Patrol

Pass a monthly List of Excluded Individuals and Entities (LEIE) Check

Must be willing to work outdoors in inclement weather.

Bilingual is desired but not required.

Medical Assistance Licensure preferred but not required.

Tuberculosis screening no more than 30 days after hire. 3 days after hire ifproviding direct service to participants.

Influenza vaccination required within 30 days of hire and annually thereafter.

CPR/FIRST AID training required within 30 days of hire.

HIV/AIDS 7-hour training within 30 days of hire.

Annualtraining(online/in-person) as assignedby their supervisor.

Position is dependent upon funding availability.
