Role Overview
We are seeking a visionary and technical Senior Program Manager who is also a business domain expert in HRIT. This role will lead an enterprise-wide migration, implementation, and long-term support of Oracle Fusion HCM Cloud applications. You will bridge the gap between executive strategy and hands-on execution, owning the end-to-end strategic roadmap, governance, and deployment while leading technical design and issue resolution.
Key Responsibilities
  • Define the enterprise migration strategy, delivery methodology, Redwood UI rollout plans, and deployment roadmaps.
  • Establish program steering committees, corporate risk management frameworks, and KPIs to track migration and platform health.
  • Act as the primary liaison between HR executive leadership, IT executives, and external implementation partners to map business processes.
  • Own fiscal responsibility for the program budget, ensuring cost controls and resource optimization.
  • Proactively identify, track, and manage program risks, including business continuity disruption, data loss, and deployment friction.
  • Formulate robust rollback strategies, disaster recovery plans, and operational workarounds to protect core HR operations.
  • Collaborate with business stakeholders to translate functional requirements into technical design documents.
  • Oversee complex data migration strategies, data cleansing protocols, and historical data archiving.
  • Diagnose, replicate, and resolve complex functional and technical issues for critical service requests.
  • Guide technical teams on complex integrations and configurations between Oracle Cloud HCM and third-party systems using Oracle Integration Cloud (OIC) and Fast Formulas.
  • Ensure the migrated platform adheres to data privacy laws, data security frameworks, and unit testing parameters.
  • Matrix-manage a team of 30+ internal functional analysts, technical developers, and change management specialists.
  • Drive accountability for System Integrators (SIs) and external consultants, monitoring SLA adherence and solution quality.
Required Qualifications
Experience: 12+ years of progressive techno-functional IT/HRIS program management experience, with at least 6 years of direct experience with Oracle HCM Cloud products/solutions. This must include a proven track record leading at least two full-lifecycle, large-scale migrations for organizations with 10,000+ employees. A minimum of 5 years in a Program Manager role managing multi-stream programs is required.
Technical Skills: Expert functional and technical implementation/support knowledge across key Fusion modules, including Payroll, Core HR, Compensation, Benefits, Time & Labor, Talent, and Absence Management. Strong understanding of Oracle Cloud Infrastructure (OCI), HDL (HCM Data Loader), Fast Formulas, and Oracle Integration Cloud (OIC). Practical experience or exposure handling Redwood UI rollouts and enhancements is necessary. Mastery of Oracle Unified Method (OUM), Agile, and traditional Waterfall project management methodologies is also required.
Education: Bachelor's degree in computer science, Management Information Systems (MIS), Human Resources, or a related field.
