Job description

The Opportunity

At i360technologies, we specialize in business consulting and technology services for federal agencies. We are seeking a Senior Oracle E-Business Suite Federal Financials Budget-to-Report (B2R) / Federal Administrator Functional SME to support mission-critical financial systems for a federal client. The role may also be described as Plan-to-Report (P2R) in some environments.

This opportunity is ideal for a seasoned Oracle R12 professional who combines deep federal budget and accounting knowledge with hands-on functional design, configuration, testing, and deployment experience. The successful candidate will work directly with client stakeholders, functional analysts, technical teams, and testers throughout the project lifecycle. This role requires on site attendance up to 5 days a week as deemed by the client.

What You Will Do
  • Lead functional design and configuration for Oracle EBS B2R capabilities, including federal budget execution, funds control, General Ledger, Federal Administrator, and Subledger Accounting functionality.
  • Support budget entry and distribution, continuing resolution authority, reprogramming, rescissions, journal processing, prior-period adjustments, and month-, quarter-, and year-end close.
  • Translate federal accounting, budgeting, reporting, and regulatory requirements into functional designs, configurations, process flows, and testable requirements.
  • Develop functional designs for interfaces supporting budget, accounting, and reporting processes.
  • Define and validate proprietary and budgetary GL conversion mappings and reconciliation requirements.
  • Support accounting and integration across Payables, Receivables, Oracle Projects, interagency transactions, and other related Oracle modules.
  • Configure and test Oracle EBS G-Invoicing for GT&C, Orders, Performance, and related accounting and reconciliation.
  • Design and execute end-to-end integration, system, and user-acceptance testing; analyze defects and drive them through resolution.
  • Support federal report design and implementation within the Oracle EBS environment.
  • Support the configuration, design, and development of the B2R global model and its deployment to additional agencies or organizational components.
  • Produce clear functional documentation and communicate recommendations to both business and technical audiences.
  • Support all applicable phases of the project lifecycle and work independently with minimal supervision when required.
Required Qualifications
  • 12 or more years of relevant Oracle Financials experience, including substantial experience with Oracle EBS Federal Financials.
  • Hands-on functional experience implementing B2R, federal budget execution, funds control, or closely aligned federal accounting processes.
  • Strong functional knowledge of Oracle General Ledger, Federal Administrator, and Subledger Accounting in an Oracle R12 environment.
  • Working knowledge of federal budgeting processes and regulations, including appropriations, continuing resolutions, reprogramming, rescissions, and period close.
  • Experience developing interface functional designs and participating in end-to-end integration testing.
  • Hands-on Oracle EBS G-Invoicing knowledge, including Treasury integration and B2R impacts.
  • Experience with GL conversion requirements and mapping, financial reconciliations, and proprietary and budgetary accounting.
  • Experience designing or implementing federal reports in an Oracle EBS environment.
  • Strong analytical, written, verbal, presentation, and client relationship skills.
  • Ability to work independently while collaborating effectively across functional and technical teams.
  • Proficiency with Microsoft Word, PowerPoint, and Excel.
  • Bachelor's degree or equivalent combination of education and relevant experience.
  • S. citizenship or lawful permanent resident status, as permitted by client and contract requirements.
  • Ability to successfully complete and maintain the required federal background investigation.
  • Ability to work onsite in Gaithersburg, Maryland, five days per week.
Preferred Experience
  • 15 or more years of experience supporting senior-level Oracle Federal Financials engagements.
  • Full-lifecycle implementation or deployment of Oracle EBS B2R functionality for a federal agency.
  • Oracle Payables, Receivables, Projects, AutoAccounting, and cross-module integration.
  • Interagency transaction processing and related federal trading-partner requirements.
  • Federal budget formulation, General Funds, or Working Capital Funds experience.
  • Federal financial reports and Treasury-related reporting requirements, such as GTAS or DATA Act reporting.
  • Oracle R12 modernization, global-model deployment, agency onboarding, or production support.
  • Current or recently active federal Public Trust determination.
