If so, we're looking for someone like you to join our team at APL.
We are seeking an experienced Oracle EBS Business/Systems Analyst with strong knowledge of Accounting and Finance. In this role, you will combine deep technical expertise with functional understanding to assess business needs, evaluate system capabilities, and provide insights and recommendations that support process improvement and operational efficiency. You will work closely with the Business Applications Group and partners in Accounting and Finance. Your goal is to ensure Oracle EBS solutions support efficiency, accuracy, and scalable growth.
As an Oracle E-Business Suite Business/Systems Analyst, you will...
  • Partner with business stakeholders to gather, analyze, and document requirements, translating them into functional and technical specifications within Oracle EBS.
  • Configure and support EBS modules across Financials, Procurement, and Projects to meet evolving operational and reporting needs.
  • Collaborate with developers to design, test, and deploy extensions, interfaces, reports, and integrations.
  • Perform data analysis, validation, and reconciliation using SQL and other diagnostic tools.
  • Fix and resolve functional and technical issues through root-cause analysis, coordination with Oracle Support, and application of recommended fixes.
  • Develop and maintain documentation, including functional designs, test scripts, user procedures, and configuration records.
  • Participate in system testing, patching, and upgrade activities to ensure stability, accuracy, and compliance.
  • Evaluate change requests for business impact, dependencies, and alignment with governance and audit requirements.
  • Identify and implement process improvements, automation, and reporting enhancements that improve efficiency and data integrity.
  • Experience in authoring functional design specifications, configuration documents, test plans, and test scripts.
  • Ability to analyze, troubleshoot, and recommend break/fix solutions.
  • Proficient in authoring and presenting program solution documents.
  • Support users through training, issue resolution, and communication of best practices for system usage.

Qualifications
You meet our minimum qualifications for the job if you:
  • Hold a Bachelor's Degree in Information Systems, Computer Science, Accounting, Finance, or a related field.
  • Have at least 5+ years of experience supporting and configuring Oracle E-Business Suite Financials, with strong knowledge of Financials module and business processes.
  • Possess a solid understanding of accounting and finance principles and how they translate into ERP workflows and controls.
  • Are proficient in SQL and familiar with EBS data structures, reporting, and integrations.
  • Ability to configure setups, personalize forms, OAF Personalizations and support application functionality within EBS.
  • Have experience managing Oracle Service Requests (SRs), including issue documentation and diagnostic data collection.
  • Experience supporting or testing highly customized financial applications.
  • Have strong analytical and problem-solving skills with attention to detail.
  • Effective communication skills - able to translate business needs into technical requirements and convey technical concepts clearly to non-technical users.
  • Ability to work both independently and collaboratively across the technical and business team.
  • Hold US Citizenship or permanent resident status, as required to access APL's facilities and networks, subject to applicable laws.

  • Hands-on experience with additional Oracle EBS modules such as Procurement or Project Accounting.
  • Proficiency with BI Publisher and Oracle Alerts; familiarity with OAF Personalizations for configuration support.
  • Understanding of IT service management (ITIL) and structured change management processes.
  • Strong knowledge of GAAP, federal cost principles, and audit and compliance requirements.
  • Certification in Oracle EBS or Business Analysis (IIBA, PMI-PBA, etc.).
  • Familiarity with operations in a government contracting, FFRDC, or UARC environment and the related expectations around compliance, audit, and cost controls.

The referenced pay range is based on JHU APL's good faith belief at the time of posting. Actual compensation may vary based on factors such as geographic location, work experience, market conditions, education/training and skill level with consideration for internal parity. For salaried employees scheduled to work less than 40 hours per week, annual salary will be prorated based on the number of hours worked. APL may offer bonuses or other forms of compensation per internal policy and/or contractual designation. Additional compensation may be provided in the form of a sign-on bonus, relocation benefits, locality allowance or discretionary payments for exceptional performance. APL provides eligible staff with a comprehensive benefits package including retirement plans, paid time off, medical, dental, vision, life insurance, short-term disability, long-term disability, flexible spending accounts, education assistance, and training and development.
