Job description

Savantage Solutions is seeking a Oracle APEX Developer to join our core engineering team supporting Altimate, a proprietary Federal Financial Management System deployed for federal agency clients. This is a fully remote, senior-level production support and development role requiring deep Oracle APEX and PL/SQL expertise within a federal contractor environment. The ideal candidate is an experienced Oracle developer who understands the discipline of federal IT delivery, ATO boundary constraints, SCR-based change management, restricted-rights IP, and CMMI Level 3 process standards, and who can operate independently on complex technical problems without close supervision.

This role exists at the intersection of production stability and forward development. You will own complex SQL and PL/SQL engineering, drive Oracle APEX application development and debugging, and contribute to maturing the team's GitLab-based source control and pipeline practices.

 Duties and Responsibilities:

 Oracle APEX Development & Production Support

  • Own end-to-end Oracle APEX application development: page design, process logic, dynamic actions, validations, authorization schemes, and authentication configuration
  • Diagnose and resolve production defects across APEX applications under defined SLA windows, including root cause analysis documentation aligned to CMMI Level 3 standards
  • Develop and maintain APEX plugins, REST-enabled SQL services, and API integrations supporting federal financial workflows
  • Perform APEX application upgrades, workspace migrations, and version compatibility assessments
  • Execute and document configuration management procedures including deployment step documents, release notes, and rollback plans
  • Design, develop, and optimize complex PL/SQL packages, stored procedures, functions, triggers, and scheduled jobs supporting federal financial processing
  • Perform SQL query tuning, execution plan analysis, and index optimization across large-volume federal financial datasets
  • Develop and maintain database objects supporting but not limited to IPAC, GTAS, CARS/GWA, GL, payroll, and bankcard financial modules.
  • Write and maintain data validation logic, reconciliation routines, and exception handling procedures aligned to USSGL and Treasury reporting requirements
  • Support advance federal financial reconciliation report output processing, and Intra-Governmental transaction workflows
  • 7+ years of Oracle SQL and PL/SQL development experience including advanced stored procedures, packages, triggers, and performance optimization
  • 4+ years of Oracle APEX development experience across multiple major versions; demonstrated production application ownership
  • Proven experience working within federal IT contractor environments: ATO constraints, SCR-based workflows, and government deliverable standards
  • Working knowledge of GitLab or equivalent Git-based source control with structured branching and merge request discipline
  • Experience supporting live production systems under SLA, including defect triage, root cause analysis, and documented resolution
  • Ability to produce clear, audit-ready technical documentation for both developer and government stakeholder audiences
  • U.S. citizenship and ability to obtain and maintain a federal Public Trust clearance or higher
  • Experience with Oracle APEX 22.x or later including Universal Theme, Faceted Search, and REST Data Sources
  • Familiarity with Oracle APEX plug-in development and JavaScript/CSS customization within the APEX framework
  • Experience with GitLab CI/CD pipeline configuration for automated testing or deployment of APEX and PL/SQL objects

Compensation
