Oracle Analytics Oversight Architect
Location: Washington, DC - 100% On-Site, Monday-Friday
The Business Intelligence Oversight Architect provides independent technical oversight, assessment, and analysis across the project lifecycle for new business intelligence capabilities, reports, and visualizations delivered on the Oracle Analytics Cloud (OAC) platform in support of the customer's financial reporting and business intelligence mission. Working primarily with contractor-delivered efforts, the architect participates in concept and design discussions, evaluates the contractor's proposed architectural approach, and assesses the resulting implementation for quality, data integrity, performance, security, accessibility, and compliance.
Major Duties:
  • Participate in concept discussions, requirements sessions, and early design reviews for new BI capabilities, reports, and visualizations.
  • Provide independent technical input on feasibility, alternatives, level of effort, and alignment with the agency's target-state OAC architecture and enterprise standards.
  • Help translate mission and financial-reporting needs into sound technical direction, and identify risks, dependencies, and constraints early.
  • Identify, define, and communicate design tradeoffs using a structured, detail-oriented approach.
  • Look beyond individual projects to coordinate design approaches, standards, and architectural vision across a portfolio of project, capabilities and solutions
  • Analyze existing systems environment to determine applicability, benefits, and drawbacks in support of new requirements.
  • Support project management activities including analysis, planning, project control, reporting, and evaluations.
  • Support and build deep client and project relationships.
  • Produce clear, well-organized written assessments, findings, and recommendations for both technical and non-technical government stakeholders.
  • Advise program leadership on quality gates, key technical decisions, and deployment readiness (go / no-go).

Required Skills:
  • 8 years' experience including depth of experience with the Oracle Analytics platform, including Oracle Analytics Cloud (OAC) and/or OBIEE
  • Experience with ETL / data integration tools (Oracle Data Integrator, Informatica) and Oracle BI Applications (OBIA).
  • Demonstrated experience in a technical oversight, IV&V, quality assurance, architecture review, or senior technical lead role, ideally overseeing contractor-delivered work.
  • Strong data warehousing and dimensional modeling knowledge
  • Experience with the OAC semantic model
  • Working knowledge of OAC/cloud security models and identity integration (OCI IAM / IDCS).
  • The ability to obtain and maintain a Public Trust/suitability determination is required to be considered for this position.

Desired Skills:
  • Experience supporting financial reporting systems, with familiarity with financial data structures, internal controls, and audit/compliance requirements.
  • Experience with Oracle Cloud Infrastructure (OCI) and OCI Government Cloud / FedRAMP-authorized environments.
  • Familiarity with federal financial management frameworks and reporting standards
  • Experience supporting multiple Federal agencies, particularly HHS
  • Experience with agile development methodologies.
  • Active federal security clearance or existing Public Trust / suitability determination.

Salary Range: $120,000-$145,000
