The salary range for this position is $125,000.00-$135,000 annually. Final compensation will be determined based on experience, qualifications, and overall fit for the role.

About the Role
The Manager, Vendor Operations & Resource Planning is responsible for the strategic planning, coordination, scheduling, and performance management of ancillary vendors supporting Entergy's Resiliency Program throughout Louisiana. This role serves as the primary point of accountability for managing Maintenance of Traffic (MOT) contractors, Hydrovac providers, and other specialty support vendors required to safely and efficiently execute resiliency-related distribution construction work.
The Manager, Vendor Operations & Resource Planning works closely with customer representatives, Construction Managers, Project Managers, General Foremen, and field operations teams to ensure vendor resources are properly forecasted, scheduled, deployed, and aligned with project priorities. This position is responsible for maintaining vendor performance standards, optimizing resource utilization, mitigating schedule risks, and ensuring compliance with safety, contractual, and operational requirements.
This is a leadership role focused on vendor operations management, workforce planning, schedule execution, and client coordination across multiple concurrent projects and work fronts throughout Louisiana.
Key Responsibilities
Vendor Management & Operational Leadership
  • Serve as the primary manager and point of contact for all MOT, Hydrovac, and ancillary support vendors supporting Entergy Resiliency projects.
  • Develop and maintain vendor deployment strategies to support project schedules, production targets, and client priorities.
  • Establish clear expectations regarding safety, productivity, responsiveness, reporting, and quality performance.
  • Manage vendor relationships, issue resolution, escalation processes, and performance improvement initiatives.
  • Conduct regular vendor performance reviews and provide recommendations regarding capacity, utilization, and future staffing needs.
  • Support contract administration activities including scope alignment, service delivery expectations, and invoice validation.

Scheduling & Resource Planning
  • Develop and maintain short-term and long-term schedules for MOT crews, Hydrovac crews, and other ancillary support resources.
  • Coordinate vendor mobilization and resource allocation across multiple projects and geographic regions throughout Louisiana.
  • Lead weekly and look-ahead planning meetings to forecast support requirements and ensure adequate vendor coverage.
  • Monitor schedule adherence and proactively address resource conflicts, capacity constraints, and execution risks.
  • Collaborate with project teams to prioritize work activities and optimize vendor utilization.
  • Ensure vendor schedules remain aligned with Entergy work plans, construction schedules, and restoration priorities.

Client & Stakeholder Coordination
  • Serve as a key operational liaison between Entergy, project leadership, field operations teams, and vendor partners.
  • Participate in planning, coordination, and operational review meetings with Entergy and internal stakeholders.
  • Communicate schedule changes, resource constraints, emerging risks, and mitigation strategies.
  • Support Entergy resiliency program objectives through effective vendor management and operational execution.
  • Coordinate with municipalities, permitting agencies, traffic authorities, and utility stakeholders as required.

Safety, Compliance & Quality Oversight
  • Ensure all vendor partners operate in compliance with Entergy requirements, company safety policies, traffic control standards, and applicable regulatory requirements.
  • Verify vendors maintain required certifications, training records, permits, insurance, and documentation.
  • Monitor vendor safety performance and support corrective actions when necessary.
  • Promote a culture of safety, accountability, and continuous improvement across all vendor organizations.
  • Support incident investigations, corrective action implementation, and lessons learned initiatives.

Cost Management & Performance Reporting
  • Monitor vendor utilization, productivity, and operational performance metrics.
  • Review vendor work reports, daily logs, field tickets, and supporting documentation for accuracy.
  • Validate vendor invoices against actual resource deployment and work performed.
  • Identify opportunities to improve operational efficiency, reduce costs, and maximize vendor productivity.
  • Prepare performance reports, utilization forecasts, and operational updates for project leadership and Entergy stakeholders.

Program Support & Continuous Improvement
  • Develop vendor utilization forecasts and resource plans to support future resiliency work.
  • Identify process improvements that enhance scheduling effectiveness, communication, and operational performance.
  • Support strategic planning efforts for upcoming Entergy resiliency initiatives.
  • Assist leadership with vendor sourcing, onboarding, and expansion planning as program demands evolve.

Qualifications
Required
  • High school diploma required; Associate's or Bachelor's degree in Construction Management, Business, Engineering, Operations Management, or related field preferred.
  • 7+ years of experience in utility construction, infrastructure projects, field operations, vendor management, or related industries.
  • 3+ years of experience managing subcontractors, vendors, field resources, or operational support services.
  • Experience coordinating or managing MOT, traffic control, Hydrovac, excavation support, or specialty utility contractors.
  • Strong understanding of utility construction operations, work planning, and schedule management.
  • Demonstrated ability to manage multiple vendors and competing priorities across large geographic territories.
  • Strong leadership, organizational, communication, and problem-solving skills.
  • Proficiency with Microsoft Office, scheduling tools, and operational reporting systems.
  • Valid driver's license and ability to travel throughout Louisiana.

Preferred
  • Experience supporting Entergy projects or utility resiliency programs.
