Job description

Requisition Summary

The Engineering Services and Operations Manager will lead a variety of functions and professional staff.  Functions may include program management, purchasing, document management, records retention, capital projects, facilities support, business application development and maintenance, management of the Quality Management System, environmental support and compliance with ISO 9001 and ISO 14001, workload management across various teams, continuous improvement and materials management.  This role will collaborate with a team of managers to cover the management of this work and the leadership of various teams.

Job Functions / Responsibilities
  • Lead, mentor, and support a team of Program Managers through the delivery of vehicle programs.
  • Create, track, and communicate program schedules, deliverables, and budgets.
  • Assess Resources across the facility to support requested work
  • Develop new processes, standards, and tools related to program management activities.
  • Mentor and train others in the use of new processes, standards, and tools.
  • Ensure adherence to policies and procedures related to project and program management and project accounting for expense and capital projects.
  • Develop reporting and metrics.
  • Develop program and process management strategies to support our division partners and PTC colleagues ensuring they have the information they need and that we have avenues to communicate PACCAR Technical Center Needs
  • Perform performance evaluations and other Human Resource tasks
  • Travel anticipated up to 10%, must be willing to travel
  • Lead a team of individuals who manage our document and records, various business applications, 5S, dashboards and reporting, the quality management system and adherence to ISO 9001 and continuous improvement initiatives.
  • Identify and lead six-sigma, lean and support 5s initiatives
  • Ensure our Quality Management System is adequate and that we align with ISO 9001 guidance
  • Facilitate workshops to support continuous improvement efforts
  • Track projects and establish metrics on continuous improvement projects
  • Support engineers in proper documentation of continuous improvement projects
  • Manage the maintenance and development of business applications used to support operations
  • Work with a team of individuals who support our shipping and receiving, warehouse and inventory management, purchasing, fabrication, exemption and fleet lifecycle management, and compliance with ISO 14001 and Environmental Management System.  
  • Ensure the flow of materials at PTC is organized, controlled and efficient from arrival to departure
  • Manage organization and inventory of the external and internal warehouse
  • Ensure proper disposal and recycling of all materials leaving the facility
  • Streamline purchasing related to projects at the facility.
  • Work with outside entities to ensure alignment and compliance with ISO 14001
Qualifications
  • Minimum 10 years in Leadership, Program Management and/or Operations Management.
  • Experience managing people, performance, and leading a team.
  • Able to communicate effectively across functional boundaries, as well as up and down the leadership chain.
  • Must be able to function in an abstract environment and be comfortable assessing and managing unfamiliar functions
  • Should have a strong background in project management.
  • Able to establish a strong network across various organizations and disciplines.
  • Ability to perform in a fast-paced, results-oriented environment and manage multiple priorities.
  • Candidate must be organized and self-motivated, identifying and proactively addressing opportunities for program improvement.
  • Ability to effectively evaluate proposals using sound judgment and present recommendations.
  • Demonstrated ability to adapt to new environments and achieve objectives.
  • Excellent written and verbal communication skills are a must.
  • Experience in testing, automotive industry, and various vehicle technologies a plus.
  • Experience using MS Office Suite, Visio, MS Project, Project Online, Office 365 and other project management software desired.
Education
  • Bachelor's degree required. Master's Degree Preferred
  • Program Management experience required
  • PMP, Lean and Six Sigma certifications preferred
