Job Summary
Management Solutions is seeking a Project Manager to support operational execution within a large IT-related contract vehicle for a federal client. This role is responsible for overseeing and managing operational activities to ensure efficient execution, alignment with program objectives, and compliance with applicable policies and procedures.
The position supports coordination across IT, logistics, security, procurement, subcontractor, and program management stakeholders to optimize operations, improve performance, and support continuous improvement. The role requires experience managing complex IT programs or projects with multiple places of performance worldwide, a dispersed workforce, frequent procurement of materials and equipment, and operational coordination across multiple functional areas.
Key Responsibilities
Program Operations & Client Delivery
  • Support operational activities within the program to ensure efficient execution of program objectives.
  • Coordinate with IT, logistics, security, procurement, contracts, and other stakeholders to support program delivery.
  • Ensure operational activities align with program policies, organizational goals, contractual requirements, and customer expectations.
  • Support the development and execution of proposed methodologies and approaches for projects or programs of similar scope and complexity.
  • Serve as a coordination point for operational issues, action items, and stakeholder requirements.
  • Maintain consistent billable utilization aligned with organizational and contract expectations.
  • Represent the organization professionally in all client and stakeholder engagements.

Project & Program Management
  • Plan, direct, coordinate, and manage operational activities for IT projects and program workstreams.
  • Support execution of IT programs or projects with multiple places of performance worldwide.
  • Coordinate activities across a dispersed workforce to ensure timely execution of milestones and deliverables.
  • Manage project scope, schedule, cost, budget, resources, risks, and milestones as assigned.
  • Track project progress and proactively identify schedule, resource, procurement, staffing, and operational issues.
  • Coordinate with program leadership to resolve execution challenges and maintain operational continuity.
  • Support change management activities related to scope, schedule, budget, staffing, and operational requirements.

Portal, Process & Operational Support
  • Support use, maintenance, and improvement of task order management portal(s), tracking tools, and operational reporting systems.
  • Monitor task order activities, status updates, documentation, and workflow execution.
  • Ensure program data, project records, procurement status, milestones, and operational documentation are accurate and current.
  • Identify process gaps and recommend improvements to increase efficiency, visibility, and accountability.
  • Support continuous improvement initiatives across program operations, reporting, and task order management processes.
  • Develop and maintain standard operating procedures, process documentation, and workflow guidance as needed.

Procurement, Logistics & Resource Coordination
  • Support frequent procurement of materials, equipment, and operational resources required for program execution.
  • Coordinate with logistics, procurement, contracts, and technical teams to track material and equipment needs.
  • Monitor procurement timelines, delivery schedules, and dependencies that may impact project execution.
  • Support resource planning and coordination for a geographically dispersed workforce.
  • Coordinate staffing, onboarding, employee relations, and operational support activities as assigned.
  • Support subcontractor coordination, performance tracking, cost management, and milestone execution as needed.

Reporting, Governance & Compliance
  • Prepare and maintain project status reports, operational dashboards, milestone trackers, and management briefings.
  • Provide timely updates to program leadership, internal stakeholders, and government customers.
  • Track cost, budget, schedule, procurement, staffing, and performance data to support decision-making.
  • Ensure compliance with program policies, contract requirements, organizational procedures, and applicable government standards.
  • Support audits, reviews, data calls, and compliance assessments related to program operations.
  • Maintain accurate documentation of decisions, action items, risks, issues, and operational performance.

Stakeholder Engagement & Leadership
  • Build and maintain strong working relationships with government customers, program leadership, subcontractors, and internal teams.
  • Facilitate meetings, working sessions, status reviews, and operational coordination discussions.
  • Communicate priorities, risks, issues, dependencies, and recommendations clearly to stakeholders.
  • Coordinate across multiple functional teams to ensure alignment and timely completion of program activities.
  • Support employee relations and workforce coordination for distributed teams.
  • Promote collaboration, accountability, and continuous improvement across the program.
  • Manage and lead the Management Solutions project team supporting the contract, ensuring alignment with program objectives and client expectations.
  • Provide day-to-day oversight, direction, and performance management of project team members.
  • Coordinate staffing, workload distribution, and resource allocation for the Management Solutions team.
  • Mentor, coach, and support professional development of team members.
  • Ensure team adherence to organizational policies, contract requirements, and quality standards.
  • Conduct performance reviews, provide feedback, and address employee relations matters as needed.
This position may perform other duties as assigned.
Required Qualifications
  • Bachelor's degree from an accredited university in Business Administration, Project Management, Information Technology, Operations Management, or a related field.
  • At least 8 years of relevant experience planning, directing, coordinating, and managing methodologies and approaches for a project or program of similar scope and complexity.
  • Experience managing an IT program or project with multiple places of performance and supporting or managing a dispersed workforce.
  • Experience coordinating frequent procurement of materials and equipment.
  • Experience supporting employee relations, operational coordination, and workforce management.
  • Experience managing subcontractors, cost, budget, schedules, and milestones.
  • Demonstrated ability to coordinate across IT, logistics, security, procurement, contracts, and program management stakeholders.
  • Familiarity with federal IT, logistics, cybersecurity, and security compliance environments.
  • Strong organizational, analytical, communication, and problem-solving skills.
  • Ability to manage multiple priorities in a fast-paced federal program environment.
  • Active Project Management Institute certification as either a Project Management Professional (PMP) or Program Management Professional (PgMP).
  • U.S. Citizenship required.

Preferred Qualifications
  • Experience supporting DoD, DoE, or similar federal IT programs.
  • Experience with task order management portals, workflow tracking systems, or program management information systems.
  • Experience supporting federal contracts, task orders, procurement processes, and operational reporting.
  • Experience working in a consulting or professional services environment.
  • Active federal security clearance.

U.S. Citizenship is required due to federal contract and/or security clearance requirements.
Working Conditions
This position is performed primarily in an office environment or client-support setting. Employees will be required to use a computer and other office equipment for extended periods. Must be able to remain in a stationary position for extended periods and operate a computer and standard office equipment.
Occasional travel may be required based on program needs, including support for geographically dispersed places of performance.
