Job Title

Duties

The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.

  • Leads the development, integration, and execution of strategic and operational plans aligned with agency mission and Departmental priorities. Translates executive vision into measurable goals, performance frameworks, and implementation roadmaps. Establishes governance structures and decision-support processes to ensure alignment across multiple organizational components. Identifies enterprise risks, implementation implications, and resource gaps; formulates mitigation strategies and executive recommendations. Provides executive-level oversight of priority initiatives and enterprise programs. Monitors performance metrics, deliverables, and compliance requirements. Directs cross-functional coordination to resolve barriers affecting execution. Develops executive dashboards and reporting mechanisms to inform leadership decision-making. Ensures alignment with federal regulations, internal controls, and performance management frameworks.
  • Serves as a principal executive staff resource to assigned HCO leadership in the planning, coordination, and integration of high-priority human capital initiatives and management matters having significant organizational impact. Provides continuity and coordination across HCO functions and ensures matters requiring executive attention are appropriately analyzed, developed, and positioned for timely leadership action.
  • Reviews and assesses complex and sensitive matters involving HCO programs, operations, workforce issues, employee relations, organizational priorities, and management initiatives. Identifies interdependencies, conflicting requirements, implementation concerns, and matters requiring resolution or elevation. Develops assessments, options, recommendations, and executive-level briefing materials to support management deliberations and decisions.
  • Coordinates HCO responses and actions involving IRS organizations and, as appropriate, Treasury, OPM, oversight organizations, and other governmental entities. Synthesizes information and recommendations from multiple HCO functions and organizational components; identifies unresolved issues or differing positions; and facilitates resolution or presents matters to leadership for decision.
  • Manages and coordinates executive-level actions arising from inquiries, reviews, audits, organizational initiatives, and other matters requiring HCO leadership attention. Evaluates submissions for completeness, responsiveness, consistency with established requirements and leadership direction, and potential impact on HCO programs and operations.
