Program responsibilities include but are not limited to workers compensation and return to work, insurance, risk assessments, and safety reporting, analysis, and training.

Essential duties and responsibilities may include, but are not limited to, the following:
- Evaluates the need for insurance programs and makes appropriate recommendations; works with insurance providers to assure coverage meeting City needs; purchases and/or renews insurance coverages and files claims as appropriate.
- Conducts risk assessments to identify all risks of loss arising from city operations, activities, or property ownership; researches, evaluates, and recommends best methods and programs for managing those risks.
- Develops a comprehensive safety and occupational health plan document; prepares and monitors insurance, risk management, and safety budget.
- Administers and monitors the workers' compensation and return to work program; manages workers' compensation third-party administrator.
- Develops related goals and other program performance expectations for the safety and risk group.
- Administer the employee drug test and alcohol testing programs, including pre-employment and random compliance requirements.
- Manage relationships with preferred drug testing and workers' compensation providers.
- Provide monthly metrics to track performance of the safety and risk program and report out to city departments.
- Serves as a lead and primary liaison from Human Resources with all city departments and external entities concerning safety and risk matters.
- Interviews, recommends for hire, supervises, and develops staff through review of performance data, conferences, training and counseling.
- Assigns, organizes, and monitors task completion for safety and risk team.
- Conducts surveys, audits and inspections to ensure a safe environment and compliance with safety standards.
- Develops and maintains employee safety accountability procedures.
- Compiles safety and risk program performance data and communicates performance to senior management with recommendations for changes.
- Meets with city department staff to review industry events and regulatory changes to ensure adequacy of safety and risk programs and procedures, rules, and standards.
- Investigates and/or directs incident investigations; develops and implements incident investigation, data analysis, and recurrence prevention programs and procedures for all safety incidents.
- Develop a City-wide safety and vehicle operations review committee for determining the preventability of accidents and incidents and improve safety culture across departments.
- Coordinates a safety awards and recognition program.
- Conducts surveys to determine the necessity and applicability of safety protective equipment and procedures.
- Maintains a safety technical library. Supervises the development of a comprehensive SDS/Hazcom program.
- Directs the preparation and submission of information required by statute.
- Prepares and presents reports; prepares correspondence, manuals, procedures and other written materials.
- Serve as Human Resources and Organizational Development Emergency Management liaison.
- Performs other duties as assigned.
MINIMUM QUALIFICATIONS:
Education, training and Experience Guidelines
Bachelor's degree from an accredited college or university in occupational health and safety, industrial engineering, human resources, business, or related field. Four (4) years of full-time safety and/or risk management experience. OR Any equivalent combination of experience, education and/or training that provides the required knowledge, skills and abilities.
Knowledge of:
- Risk management, insurance, and loss control techniques
- Texas Workers Compensation law
- Occupational safety and health program standards, rules and regulations.
- OSHA and other safety and health regulatory agencies.
- Federal, State, and Local laws and ordinances governing Occupational Safety and Risk Management
- Safety policies and procedures
- Supervisory policies and procedures
Skill in:
- Planning, developing, organizing, directing, controlling and evaluating safety, health, and risk management programs.
- Excel, Word and PowerPoint
- Collecting and analyzing data for reporting and corrective actions creation
- Incident investigations and root cause analysis
- Communicating effectively, both orally and in writing.
- Reading and understanding technical manuals, business documents, policies and procedures, system documentation.
