Job description

The Bowen Group, a GTSC company, seeks Military Family Services Field Consultants.ย This position serves as a regional program representative and liaison between military communities, community organizations, and program leadership.

Position Summary: The Military Family Services Field Consultant supports Military OneSource program objectives through independent management of regional outreach, stakeholder engagement, community integration, and program awareness initiatives. This role is responsible for assessing regional community needs, identifying service gaps and engagement opportunities, and developing outreach strategies designed to improve awareness and utilization of Military OneSource services among Service members and their families.ย

Skills Qualifications/Requirements:

  1. Bachelor's degree in social work, communications, public administration, education, human services, business, or a related field.
  2. Demonstrated knowledge of military culture, military family support systems, and the unique needs of Service members and their families.
  3. Prior military service, military spouse experience, or prior experience supporting military-connected populations.
  4. Experience independently managing outreach activities, stakeholder relationships, projects, or regional initiatives.
  5. Strong analytical, organizational, problem-solving, and decision-making skills.
  6. Ability to exercise discretion and independent judgment in evaluating community needs, prioritizing outreach activities, and addressing complex situations.
  7. Strong written and verbal communication skills, including public speaking and presentation experience.
  8. Ability to establish and maintain effective working relationships with military leadership, community organizations, and program stakeholders.
  9. Proficiency with Microsoft 365 and standard business reporting tools.
  10. Ability and willingness to travel frequently within assigned regions as required.
  11. U.S. Citizenship required.
  12. Must have a REAL ID-compliant identification card or acceptable alternative (US Passport, Department of Defense ID card for active / retired / military family dependent member) to enter a federal facility.
  13. Ability to successfully obtain a Public Trust clearance and comply with all applicable personnel security requirements.

Duties and Responsibilities:

  1. Engage in regional outreach and stakeholder engagement activities aligned with Military OneSource program objectives and Government requirements.
  2. Assess regional demographics, utilization trends, stakeholder relationships, and community needs to identify outreach priorities, underserved populations, and opportunities to improve program awareness and engagement.
  3. Develop and adjust outreach strategies, engagement strategies, and regional activity plans based on evolving operational needs, community feedback, and program priorities.
  4. Use Government-approved messaging, materials, and presentations while exercising independent judgment in tailoring outreach efforts and engagement strategies to diverse military and civilian audiences.
  5. Establish, develop, and maintain professional relationships with military leadership, community organizations, service providers, and other stakeholders to strengthen regional awareness and access to available resources.
  6. Analyze field observations, participant feedback, outreach outcomes, and regional trends to identify service gaps, emerging concerns, and opportunities for operational improvement.
  7. Provide recommendations and strategic feedback to program leadership regarding regional engagement priorities, outreach effectiveness, stakeholder concerns, and community resource needs.
  8. Represent Military OneSource at community events, briefings, meetings, and outreach engagements in a professional and consultative capacity.
  9. Facilitate participant access to appropriate Military OneSource resources and services through information sharing, referral coordination, and stakeholder collaboration.
  10. Coordinate with program leadership and cross-functional program teams to support integrated service delivery, outreach initiatives, and operational alignment.
  11. Maintain accurate records, activity reporting, and program documentation in accordance with contractual, operational, and reporting requirements.
  12. Exercise discretion and independent judgment in managing regional priorities, stakeholder engagement efforts, and outreach activities with minimal day-to-day supervision.
  13. Perform other duties as assigned.

Physical Requirements/Essential Functions:

  1. Prolonged periods of sitting and working on a computer.
  2. Prolonged periods of standing while attending the engagement events.
  3. Frequent communication with internal and external stakeholders via phone, video conference, and in-person meetings.
  4. Ability to frequently travel regionally, including travel to military installations, community organizations, and outreach events.
  5. Ability to lift up to 50 lb. and transport outreach and presentation materials as needed for events and engagements.
  6. Ability to present information and conduct outreach activities in group and public settings.
  7. Ability to maintain productivity and responsiveness in a remote work environment.
  8. Ability to operate standard office equipment and technology systems.
