Job description

ICF's Disaster Management Division is seeking a Hazard Mitigation 406-404 Specialist - Reservist On Call to assist in managing federal hazard mitigation projects in Puerto Rico. This is a U.S.-based, On-Call position that may require travel to client sites, field locations, and disaster recovery operations for multi-week assignments.

This position requires experience in both 404/HMGP and 406 Mitigation Grant Programs. This opportunity presents a great chance to assist in rebuilding communities after disasters strike. You will work closely with Subrecipients assisting them with their recovery efforts. MAKE A DIFFERENCE IN THE WORK YOU DO!

Responsible for mitigation grant coordination and project management. Lead in identifying potential hazard mitigation projects both 404 and 406. Complete benefit-cost analysis as needed. Coordinate internally with Environmental Historic Preservation team to ensure proposed mitigation meets National Environmental Policy Act (NEPA) requirements. Review mitigation project applications for eligibility and feasibility. Perform other duties as assigned.

About On-Call Employment with ICF: Due to the seasonal or project-specific nature of our disaster and emergency management work, ICF hires professionals as "On-Call" employees. On-Call employees are scheduled for work as it becomes available, with the freedom to accept or decline hours. They can work on concurrent projects outside of their ICF assignment, provided there's no conflict of interest.

What You Will Be Doing-
Work with client counterparts in identifying and developing mitigation opportunities.
Assist subrecipients writing their 404/HMGP grant applications or 406 Hazard Mitigation proposals. Provide direction on required documentation.
Ensure the scope of work is concisely written and clearly defined. Develop quarterly reports and requested documentation, templates and checklists.
Ensure budgets are thorough and accurate, falling within FEMA guidelines of eligible activities.
Coordinate internal environmental reviews or the environmental documentation required with ICF's Environmental Team.
Work closely/coordinate with ICF's Benefit Cost Analysis staff and provide needed documentation.
Review hazard mitigation project applications for accuracy and completeness prior to FEMA submittal; follow up with subrecipient with outstanding needs.
Manage and monitor grant applications to ensure project implementation is on track with project timeline in application.
Review damage description and dimensions to identify mitigation opportunities; and review hazard mitigation proposals for cost effectiveness.
Keep Supervisors and leadership informed on issues, problems & resolutions.
Work in the FEMA Grants Portal and ICF's DisasTRAX program.
Conduct site visits of damaged facilities/structures, if requested.
Present training to staff, stakeholders and others as directed.

Must Have Qualifications:
2+ years of in-depth experience with FEMA 406 and 404 mitigation policies, emphasizing strategic implementation and adherence to best practices. Please detail this on your resume.
Able and willing to travel both flight and vehicle as required for project work with minimal notice.
Able and willing to deploy with the probability of evening, weekend, and multiple week assignments away from home.
Must have a valid United States driver's license and successfully pass a Motor Vehicle Records (MVR) check.

Preferred Skills: (May set candidates apart)
Bachelor's degree
Bilingual English and Spanish, able to read, write and speak fluently.
2+ years of experience working specifically with energy and electrical distribution (infrastructure, power grid, etc.).
Benefit Cost Analysis (BCA) Expertise.
Cost Estimating, experience working with RS Means and/or Xactimate.
3+ years of experience in electrical distribution in Puerto Rico (Infrastructure, power grid, etc.).
Construction background (non-residential).
Certified Floodplain Manager.
FEMA Grant Management process knowledge, including grant life cycle.
Knowledgeable of federal and state disaster management programs.
Knowledgeable of FEMA's policies and the 44 CFR.
FEMA certifications or relevant FEMA coursework.

High attention to detail and accuracy in documentation and reporting "on-time" and professionally, including ability to follow directions.
