About Us

Since its foundation in 2007, Info Tran Engineers, P.C. (ITE) has delivered top-tier Engineering Design, Construction Management & Inspection, Traffic and Transportation Engineering, Transit Engineering, and Surveying services throughout the New York Metropolitan Area.

We proudly support numerous public infrastructure clients including the Metropolitan Transportation Authority (MTA), New York City Transit (NYCT), Port Authority of New York and New Jersey (PANYNJ), New York State Department of Transportation (NYSDOT), and other regional and municipal agencies.

As we continue to expand our portfolio of transit and infrastructure projects, we are seeking a detail-oriented and experienced Estimator to support cost estimating and bid development on high-profile agency assignments, with a strong focus on NYCT/MTA and similar public agency capital programs.

Roles and Responsibilities

  • Develop cost estimates and project budgets for NYCT, Metro-North Railroad, Long Island Rail Road, NJ Transit, Amtrak, and other public agency transit programs, covering design-build and capital construction assignments.
  • Conduct field visits to active and pre-bid project sites; perform quantity take-offs from contract drawings, specifications, and addenda using industry-standard estimating software.
  • Build and maintain project cost models covering labor, material, equipment, and subcontractor components; present budget baselines and cost-to-complete projections to the Project Management Team and agency clients.
  • Evaluate RFPs, IFBs, and bid packages from NYCT, MTA, PANYNJ, NYSDOT, and similar agencies; identify scope gaps and risks. Independently price Change Orders; review contractor proposals and prepare cost comparison documents.
  • Partner with project engineers and subconsultants to refine bid assumptions and explore cost-saving alternatives. Support Change Order negotiations by assessing whether contractor pricing aligns with prevailing market rates.
  • Solicit and negotiate pricing from subcontractors and suppliers; review contractor payment schedules for irregularities. Contribute cost data to monthly project status reports submitted to the client.
  • Attend pre-bid conferences, site walkthroughs, and RFI sessions; incorporate field observations and addenda into revised pricing before the submission deadline. Represent ITE at project progress meetings as required.
  • Post-award, support the project team with Change Order pricing, budget tracking, and cost-to-complete projections in accordance with agency contract terms and DBE/MBE program obligations.
  • Maintain and update ITE’s internal unit cost library and historical bid data to improve estimate accuracy on future submissions.
  • Support ITE’s business development and technical leadership on pursuit strategy, go/no-go decisions, and proposal cost narratives; coordinate schedule inputs with the project team as part of the overall submission package.
  • Travel to project sites and agency offices across the New York Metropolitan Area as assignments require; remote and hybrid scheduling coordinated with the Project Manager.

Qualifications and Skills

  • High School Diploma or equivalent required; Bachelor’s degree in Civil Engineering, Construction Management, or a related field strongly preferred.
  • At least 4–5 years of experience estimating costs on transit or heavy civil construction projects; prior experience with NYCT, MTA, PANYNJ, NJ Transit, or comparable rail transit programs strongly preferred.
  • Proficiency in industry-standard cost estimating and digital takeoff software; comfort working with large, multi-discipline bid packages across concurrent deadlines.
  • Ability to read and interpret construction drawings, specifications, and contract documents; familiarity with project scheduling and construction management software a plus.
  • Familiarity with public agency procurement processes, contract structures, and bid requirements for MTA, NYCT, PANYNJ, NYSDOT, or equivalent authorities, including prevailing wage and DBE/MBE compliance.
  • Methodical and detail-oriented; able to produce accurate take-offs and cost breakdowns under firm deadlines.
  • Strong written and verbal communication skills; able to present cost assumptions and estimate findings clearly to project managers and agency clients.
  • Strong proficiency in Microsoft Excel for cost modeling and bid form development; working knowledge of Word, PowerPoint, and Outlook.
