Program Manager (PgM)

Position Overview

The Program Manager serves as the primary point of contact for the Government (Contracting Officer and COR) and is fully responsible for the overall management, resource allocation, coordination, and successful execution of all contract tasks.

Key Responsibilities

  • Contract Oversight: Provide comprehensive program management, administration, and technical/operational oversight for all database and infrastructure support activities.
  • Government Liaison: Act as the primary interface with the NOAA Contracting Officer (CO), Contracting Officer's Representative (COR), and Government Technical Leads (TL).
  • Deliverable Management: Ensure the punctual, accurate submission of all formal deliverables, including Weekly Status Reports, Monthly Status Reports (MSR), and specific Plans of Action and Milestones (POA&M).
  • Staffing & Continuity: Maintain an adequate, stable, and highly qualified workforce; minimize risk associated with employee turnover and manage rapid onboarding/offboarding.
  • Risk & Security Management: Proactively identify and mitigate technical, schedule, or staffing risks. Ensure all personnel complete annual mandatory federal training (e.g., Cyber Security Awareness, Records Management, Privacy Training, and SASH Prevention).

Required Qualifications

  • Education/Experience: Bachelor’s degree in IT, Business Administration, or a related field with extensive experience managing large-scale federal IT infrastructure programs.
  • Must have an infrastructure background to be effective.
  • Must have experience in managing federal contracts of similar size and complexity.
  • Methodology: Proven experience executing programs utilizing Agile practices.
  • Security Clearance: Must successfully pass the NOAA personal identity verification and security screening process (Public Trust).
  • Active Project Management Professional (PMP) certification from PMI.
  • Bachelor’s degree from an accredited institution.
