The New Mexico Department of Transportation (NMDOT) provides a safe and efficient transportation system for the traveling public, while promoting economic development and preserving the environment of New Mexico. The Construction and Civil Rights Bureau (CCRB) of the NMDOT is responsible for providing oversight and ensuring compliance on federally-funded transportation projects throughout the state as passed on to the NMDOT per the Stewardship and Oversight Agreement with the Federal Highway Administration (FHWA). The goal of CCRB is to provide the resources necessary to ensure the quality of construction projects by improving decisions made in the field, making information available for training and to maintain statewide consistency.
As a valued new employee to NMDOT, you may be eligible to received three (3) days of administrative leave upon your start date. This is applicable to external hires not within the State of New Mexico Government.
Why does the job exist?
The purpose of the Tribal and Local Public Agency (T/LPA) Construction Liaison Engineer (CLE) is to possess administrative and oversight authority of the Federal-Aid Highway Program (FHAP) in accordance with the Stewardship and Oversight Agreement and agency responsibilities designated therein.
How does it get done?
The primary responsibilities of this position will include:
* Attend all relevant design and construction meetings, provide written comments and action as needed.
* Keep accurate and up to date electronic files of all active projects in the assigned districts.
* Coordinate with Tribal and Local Public Agency Coordinators across the design region and assigned districts, Tribal and Local Public Agency staff and contracted engineers, and Construction and Civil Rights Bureau personnel to ensure project compliance with all applicable federal and state requirements.
* Critically review all change orders to determine federal participation, complete project inspections, and complete inspection reports as required.
* Ensure timely and accurate communication with Federal Highway Administration to ensure maximum federal participation.

Ideal Candidate
The ideal candidate will have preferred education and/or experience in the following:
* Demonstrated experience in highway design and/or highway construction projects.
* Ability to manage and prioritize multiple projects.
* Experience reviewing proposals, plans and design contracts.
* Proven experience requesting, reviewing or approving change orders.
Minimum Qualification
Bachelor of Science Degree from an accredited college or university in a relevant engineering discipline and three (3) years of engineering experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling seven (7) years may substitute for the required education and experience. Must be licensed by the NMBLPEPS as a Licensed Professional Engineer in good standing within six (6) months of hire.
Employment Requirements
Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course certificate from the State of New Mexico or must pass and receive a Defensive Driving Course certificate as a condition of continued employment.
Working Conditions
Work is performed in an office setting. Exposure to Visual/Video Display Terminal (VDT), extensive personal computer and phone usage. Communication with the general public and public agencies on a frequent basis. Ability to lift up to 50 lbs. Ability to meet multiple deadlines. Frequent statewide and occasional out of state travel may be required.
