Job Title: Senior Security Specialist – Facility Security / NISPOM Job Type: Contract to Hire Location: Exton, PA Experience Level: Senior (15+ years) Clearance Required: Top Secret required, TS/SCI preferred Position Summary We are seeking a highly experienced Security Specialist with deep expertise in facility security operations under the National Industrial Security Program Operating Manual (NISPOM). The ideal candidate will provide strategic guidance, operational excellence, and thought leadership across all aspects of classified facility security. Experience supporting or operating within a proxy-controlled organization is strongly preferred. Key Responsibilities

  • Serve as the senior subject matter expert for all NISPOM-related facility security requirements, ensuring full compliance with DoD and Intelligence Community directives.
  • Oversee the implementation, maintenance, and continuous improvement of the Facility Security Program, including physical, personnel, and information security domains.
  • Lead classified facility accreditation processes, including SCIF/SAPF construction, modifications, inspections, and lifecycle management.
  • Develop and refine security policies, standard operating procedures, and training programs for employees, leadership, and subcontractors.
  • Direct security incident investigations, reporting, corrective actions, and risk mitigation strategies.
  • Maintain liaison and collaborative relationships with Defense Counterintelligence and Security Agency (DCSA), government customers, auditors, and senior executives.
  • Provide thought leadership by advising on emerging security regulations, threat trends, and best practices affecting the enterprise.
  • Support insider threat mitigation programs, access control processes, and visitor control functions.
  • Oversee security audits, self-inspections, and readiness assessments, ensuring a high state of compliance and operational security.
  • Guide and mentor junior security staff, fostering a culture of compliance, accountability, and professional growth.
Required Qualifications
  • 15+ years of progressive experience in Industrial Security, Facility Security, or related national security domains.
  • Expert-level knowledge of NISPOM, DoDM 5205.07, ICD 705, and associated facility security regulations.
  • Demonstrated success managing secure facilities, classified programs, and accreditation processes.
  • Proven ability to lead complex security initiatives, influence cross-functional teams, and brief senior leadership.
  • Experience in a proxy-controlled organization or Special Security Agreement (SSA) environment is a strong plus.
  • Strong analytical, investigative, and communication skills.
  • Active DoD security clearance required; TS/SCI preferred.
Preferred Attributes
  • Recognized thought leadership through white papers, panels, working groups, or cross-industry collaboration.
  • Experience developing enterprise-level security strategies and risk-based frameworks.
  • Certifications such as SFPC, SAPPC, SPIPC, ISOC, CPP, or ISP preferred.
