Job description

Barbaricum is seeking a International SOF Information/Knowledge Management (IM/KM) SME for an anticipated opportunity with J3I.  Specifically, the International SOF IM/KM SME will Provides information management, collection, analysis, and dissemination across up to four domains simultaneously (SIPR, NIPR, BICES, APAN). Maintains detailed and persistent knowledge of PN SOF capabilities, readiness, equipment, TTPs, and POC information. Serves as the knowledge management backbone enabling J3-I to function as a 'one-stop-shop' for key information across the international SOF enterprise.

Responsibilities

  • Draft and maintain interactive Information Management (IM) products that enable visual analysis of USSOCOM and DoW PN networks
  • Draft an IM plan and program describing how each team member will search, locate, meta-tag, file, and update information relevant to J3-I
  • Coordinate across USSOCOM staff, components, and TSOCs to ensure a holistic view of PN SOF capabilities, constraints, authorities, and key leadership
  • Coordinate with USW-I BICES program to ensure consistency between SIPR and BICES information, consistent with Foreign Disclosure policies
  • Develop and maintain J3-I long and short-range calendars
  • Coordinate J3-I IM/KM plan and activities with Command KM representatives for consistency and access across the SOCOM enterprise
  • Develop and maintain PN SOF Profiles: unit overviews, employment history, KLE results
  • Develop and maintain Integrated Global SOF Picture: directory framework across SIPR, NIPR, BICES, APAN feeding the international SOF COP
  • Develop and maintain informational databases on SIPR, NIPR, and BICES for rapid search and information recovery (SITREPs, RFIs, PN data)
  • Maintain J3-I Organization and Functions Manual/SOP documenting internal processes and metrics
  • Ensure information is clearly categorized by storage location and releasability
  • Perform close-out and escort duties as part of the Division's Security Procedure

Qualifications

  • Active Top Secret clearance with SCI eligibility
  • Master's degree in IT or related fields
  • Minimum 3+ years of experience with skills in content strategy, taxonomy design, and change management
  • Minimum 3 years' experience in business process and multinational information management
  • Mastery of KM platforms (e.g., SharePoint, Confluence), AI-powered search, SQL, content management systems (CMS), and data analytics tools
  • Ability to engage stakeholders, lead teams, foster a culture of knowledge sharing, and drive change
  • Ability to evaluate KM effectiveness, measure usage patterns, and identify knowledge gaps
  • Expertise in developing taxonomies, metadata schemas, and organizing, storing, and retrieving organizational knowledge
  • Minimum 1 year experience in portal development and management
  • Minimum 1 year experience in managing geospatial analysis tools (examples: Microsoft Office family of information management tools, SOF Geospatial Enterprise)

Additional & Desired Qualifications

  • Experience managing information across multiple classification domains simultaneously (SIPR/NIPR/BICES/APAN)
  • Familiarity with Foreign Disclosure policies and information release procedures
  • Experience with USSOCOM or TSOC knowledge management systems
  • Experience on the incumbent J3-I contract or direct familiarity with J3-I IM/KM systems
  • Experience with SOF Geospatial Enterprise tools
  • Familiarity with BICES and APAN platform administration
