Position Descriptionย 

Serve as the Team Lead for the DCP Hybrid Team supporting the DISN Consolidated Provisioning effort. The Team Lead directly leads assigned Hybrid Team personnel and is accountable for the day-to-day coordination, quality, and timely execution of provisioning support across the full lifecycle, including order entry, order preparation, solution design, circuit activation, customer outreach, Quality of Service (QoS) configuration, commercial leasing support, and facilities engineering.


The Team Lead will maintain working-level proficiency across all phases of provisioning, provide technical and administrative leadership, coordinate workload and staffing, remove impediments, enforce process and documentation standards, and serve as an escalation point for mission-impacting issues. This position is accountable for supporting operational requirements, maintaining effective customer and stakeholder communication, and ensuring the Hybrid Team delivers accurate, timely, and mission-focused provisioning support.ย 

Requirements

Essential Functions / Responsibilities: ย 

  • Lead and manage daily Hybrid Team operations across all phases of the DISN provisioning lifecycle, assigning and prioritizing workloads based on customer priorities, suspense dates, service-level expectations, dependencies, and mission requirements. Coordinate schedules, coverage, and resources to ensure timely and effective service delivery.ย 


  • Maintain comprehensive functional and technical knowledge of the DISN provisioning lifecycle, including order entry, order preparation, solution design, circuit activation, customer outreach, QoS configuration, commercial leasing support, and facilities engineering. Provide technical guidance, hands-on support, and backup coverage across provisioning functions as required.ย 


  • Provide technical direction for the planning, investigation, design, implementation, and administration of physical and logical communications solutions with network-wide impact. Apply knowledge of DISA programs, systems, network engineering, and transport infrastructure to ensure solutions align with technical requirements, strategic objectives, and mission needs.ย 


  • Ensure the quality, accuracy, compliance, and timely completion of provisioning activities and deliverables, including orders, workprints, schematics, technical specifications, implementation documentation, inventory updates, and fulfillment records. Identify and resolve Held in Abeyance (HIA), aging, blocked, and mission-critical items through root-cause analysis, recovery actions, commitment tracking, and appropriate escalation.ย 


  • Coordinate with government personnel, contractors, customers, vendors, carriers, and cross-functional provisioning teams to define requirements, resolve technical and administrative issues, and ensure effective handoffs throughout the provisioning lifecycle. Facilitate team meetings, customer engagements, technical reviews, workload reviews, and operational syncs while tracking decisions, priorities, action items, and commitments.ย 


  • Monitor team performance and drive continuous improvement by tracking workload, quality, backlog, aging, schedule adherence, and other applicable operational metrics. Provide status, risk, issue, and performance reporting to DCP leadership, identify recurring defects and process or workflow inefficiencies, and recommend or implement approved improvements to enhance quality, cycle time, inventory accuracy, transparency, and mission effectiveness.ย 


  • Develop, mentor, and support Hybrid Team personnel through routine coaching, performance feedback, cross-training, knowledge sharing, and identification of individual and team development needs. Support staffing, workforce planning, interviews, onboarding and offboarding, employee recognition, performance discussions, and other personnel activities in accordance with established policies and management processes.ย 


  • Perform team leadership and administrative responsibilities while ensuring organizational and contractual compliance, including coordinating schedules and coverage, supporting leave planning, reviewing assigned timekeeping and attendance inputs, maintaining team rosters, and tracking required training and certifications. Ensure adherence to applicable safety, security, access, information protection, customer, contract, and organizational requirements, and perform additional duties as necessary to support customer, contract, and mission objectives.ย

Requirementsย 

  • Minimum active Secret clearanceย 
  • High School diploma or equivalent, and two (2) years or more of military experience in a communications field or an applicable technical discipline; or two (2) years or more in an accredited technical training program, including four (4) years' experience in an applicable communication field; or six (6) years' experience in a communication field or applicable technical discipline.ย 
  • Demonstrated experience performing network solution design, provisioning, network engineering, or closely related technical work, including the ability to interpret and validate technical design documentation, network paths, configuration requirements, and service order dependencies.
  • Ability to analyze complex technical and administrative issues, manage competing priorities, communicate status and risk, and drive issues to resolution across government, contractor, customer, and vendor stakeholders.ย 
  • ย Experience using provisioning, workflow, ticketing, inventory, documentation, or tracking systems to manage work, maintain accurate records, and report operational status.

Travelย 

Limited travel is expected for this position, less than 10% throughout the year.ย 


Position Type/Expected Hours of Workย 

Full-time position working at least 40 hours per week to meet the needs of the contract hours requirement. The employee must be available to work during DISA core business hours, 6:30 am to 6:30 pm Eastern Standard Time, and is expected to work at least 8 hours a day beginning and ending their workday within the DISA core business hours. After-hours or work in addition to 40 per week may be necessary.ย 


Physical / Mental Demandsย 

This position is primarily sedentary and requires prolonged periods of working at a computer, including extensive use of a keyboard and monitor. The role may occasionally require standing, walking, bending, reaching, accessing filing cabinets, and lifting or handling files and other office materials. The position also requires the ability to review, analyze, and interpret detailed information for extended periods while maintaining accuracy, sound judgment, and effective decision-making in a fast-paced, high-pressure environment.ย 


Work Environmentย 

This job operates in a professional, secure office environment. This role routinely uses standard office equipment such as computers, phones, copiers, filing cabinets, monitors, and fax machines. Government or ICS-owned equipment and materials will be maintained in a safe and secure location. While working in a remote office capacity, the position requires a safe and ergonomically sound work environment and holds ICS harmless for injury to others at the remote locationย
