At Douglas Fast Net, we're expanding our fiber network throughout Lane County, and we're looking for an experienced and motivated Outside Operations Manager. In this position, you'll oversee both aerial and underground fiber construction - leading crews, driving quality, and ensuring every project is completed safely, efficiently, and to DFN and industry standards. This position is based out of our Creswell shop and requires reporting there daily.

What You'll Be Doing

  • Manage the day-to-day activities of employees assigned to you on the outside plant team, including scheduling, budgeting, and resource allocation.
  • Ensure that all outside plant projects assigned to your team are completed on time, within budget, and meet industry standards for quality and safety. Monitor open service orders and ensure they are progressing in a timely manner.
  • Assist the director in working with other departments within the company, such as engineering and operations, to ensure that outside plant projects are aligned with overall business goals.
  • Develop and maintain documentation for projects assigned to your team.
  • Manage relationships with outside vendors and contractors to ensure that all work is completed to the company's satisfaction.
  • At the request of the director, meet with customers, business owners, stakeholders, and state and local government personnel to discuss planning and building of the fiber network as needed. Resolve complaints, violations, and conflicts as they arise.
  • Identify and implement process improvements to increase the efficiency and effectiveness of the outside plant team.
  • Ensure that all outside plant facilities under your supervision comply with local, state, and federal regulations, as well as industry standards for safety and quality.
  • Take after-hours and weekend calls as needed. Report to work as needed after-hours and on weekends in urgent situations.
  • Safely operate and maintain company vehicles.
  • Work in the field with crews as needed.
  • Train and onboard new employees making sure they understand the responsibilities of their role.
  • Assess the job performance of the employees you supervise and identify areas for improvement.
  • Participate in the management and resolution of employee relations issues on your team, involving HR when necessary.
  • Maintain a safe and healthy work environment by enforcing company policies and procedures and adhering to legal requirements.


What You'll Need to Be Successful

  • Degree in construction management or a related field preferred but not required.
  • 5+ years of experience in outside plant construction required, preferably in the telecommunications industry. Management level experience strongly preferred.
  • Strong project management skills, with the ability to manage multiple projects simultaneously.
  • Strong communication skills, with the ability to work effectively with a diverse group of stakeholders, including engineers, technicians, contractors, and senior executives.
  • Knowledge of outside plant design principles, including fiber optic networks, transmission poles, conduits, and other infrastructure.
  • Knowledge of local, state, and federal regulations related to outside plant facilities.
  • Ability to analyze data and make informed decisions based on that analysis.
  • Computer skills: use of PC and other industry specific applications necessary to complete job functions; Proficiency in Office 365
  • Knowledge in the following programs is preferred: GIS systems & NISC
  • Ability to communicate effectively, both orally and in writing.
  • Able to meet physical demands with reasonable accommodation if necessary. This position is considered medium physical work.
