  • Guide the team responsible for maintaining and optimizing Oregon’s enterprise network infrastructure.
  • Shape long-term network direction and lead a talented technical team.
  • Ensure 24/7 availability of critical services.
  • Work closely with leaders across the state to advance innovation, reliability, and security.
  • Develop and execute strategic plans that align with emerging networking trends and support the agency’s mission.
  • Oversee network operations, lifecycle planning, modernization, and vendor management.
  • Ensure compliance with cybersecurity, data privacy, and IT service management best practices.
  • Represent DCS at state and national forums, advocating for digital equity and infrastructure excellence.
  • Engage with diverse stakeholders—including agency leaders, technical teams, vendors, and community partners—to build robust partnerships and drive organizational success.
Requirements
  • Six years of supervision, management, or progressively related experience; OR three years of related experience and a bachelor's degree in a related field such as Information Technology, Computer science, Business Administration, Public Administration, or similar.
  • Ability to lead, mentor, and support engineering teams.
  • Experience managing enterprise-level network operations in a data center, government, or large-scale IT environment.
  • Commitment to fostering a supportive, diverse, and inclusive workplace.
  • Deep understanding of enterprise network technologies such as routing, switching, transport (MPLS, OSPF, BGP), firewalls, VPN, remote access, wireless, and network monitoring across platforms like Cisco, Juniper, Arista, Palo Alto, F5, or similar.
  • Strong grasp of modern security practices, including Zero Trust, IPsec, intrusion detection/prevention, secure remote access, and vulnerability management.
  • Experience with lifecycle planning, modernization, hardware/software refresh, and reducing technical debt.
  • Ability to develop long-range network strategies that align with business goals.
  • Experience with vendor and contract management, including licensing, procurements, and performance oversight.
  • Knowledge of IT service management practices (incident, problem, change, asset, configuration, and knowledge management).
  • Strong written and verbal skills to translate technical information for executives, agency customers, and non-technical stakeholders.
  • Ability to build and maintain partnerships across agencies and technical teams.
  • Preferred Certifications: CISSP or equivalent security certification, PMP or other project management credentials, ITIL/ITSM experience.
