Job description

The NDE Level III Specialist will be responsible for managing and overseeing NDT operations, qualifying and certifying personnel, writing and reviewing procedures, performing inspections, and supporting internal and external audits. This position will serve as the technical authority for assigned NDT methods and will work closely with engineering, quality, and production teams to support manufacturing processes and ensure compliance with industry standards and regulatory codes.
This position will also play a vital role in ensuring product and process compliance with both customer and industry specifications across Holtec's manufacturing operations, supporting a broad portfolio of components and systems in the nuclear, clean energy, and heavy industrial sectors.
Location: Pittsburgh, PA (Onsite)
Primary Responsibilities:
  • Serves as the primary NDE point of contact for the assigned site.
  • Provides technical expertise and guidance on NDE techniques, methods, and applications.
  • Oversee the planning and execution of NDE activities during plant outages.
  • Provides technical support to site personnel during outages and high-scope projects.
  • Manages non-outage NDE activities and ensures work is completed according to established priorities and milestones.
  • Prioritize technician and scheduling assignments to support project and outage timelines.
  • Coordinates with NDE vendors and contractors to ensure appropriate staffing, resources, and scope requirements.
  • Responds to and performs emergent NDE activities as needed.
  • Oversees training, qualifications, and certification of NDE personnel.
  • Performs non-outage NDE and oversight
  • Leverages technology improvement across NDE organization.
  • Provides contactor control and oversight.
  • Provides training, qualifications, certification, and professional development.
  • Project managers outage preparation and execution for site NDE scopes.
  • Reviews and supports the development and implementation of NDE procedures.

Requirements:
  • High School Diploma or equivalent required.
  • Minimum 8 years of experience in ISI/NDE required.
  • Strong working knowledge of construction and in-service codes beyond NDE requirements preferred.
  • Ability to meet qualification requirements established by applicable codes, standards, and plant procedures.
  • Ability to obtain and maintain NDE Level III certifications in applicable methods.
  • Experience with multiple NDE methods, including RT, UT, and ET.
  • Knowledge of PDI qualifications and applicable nuclear industry requirements.
  • Ability to use computer scheduling programs and NDE inspection tools/equipment.
  • Experience maintaining ISI/NDE databases and nuclear plant scheduling systems.
  • Ability to monitor outage schedules and make necessary updates as work progresses.
  • Ability to support online and outage NDE planning, including determining technical requirements and available NDE resources.
  • Strong problem-solving skills with the ability to resolve field implementation issues and keep NDE activities on schedule.
  • Ability to perform inspections, examinations, and testing in accordance with fleet procedures and work packages.
  • Must meet applicable visual acuity and color differentiation requirements for NDE inspections.

Required Certifications / Qualifications:
  • Certifiable NDE Level III in multiple methods in accordance with ASNT/CP-189 requirements.
  • Applicable special qualifications or certifications, such as: EPRI, PDI, QDA, and LPA Analyst qualifications.
