ย Job DescriptionWe are seeking an experienced and highly motivated Project Manager to lead and oversee the development, planning, and design of transportation projects in collaboration with the North Carolina Department of Transportation (NCDOT). As a Project Manager, you will play a pivotal role in the planning, design, and execution of NCDOT infrastructure projects that will shape the future of the regionโ€™s transportation network. This role will require you to work collaboratively with multiple stakeholders, managing the schedule, budget, and quality of preconstruction activities and deliverables leading up to project letting.
This will be an in-person role in the NCDOT Division 1 office located in Edenton, North Carolina.ย 
ย Key Responsibilities:ย 
  1. Project Development, Planning, and Initiation:
    1. Work closely with NCDOT and other stakeholders to define project scope, objectives, and goals.
    2. Develop project concepts, schedules, and budgets in compliance with NCDOT requirements.ย 
    3. Identify and assess project risks and develop mitigation strategies.
ย 
  1. Design and Engineering Management:
    1. Oversee the design process, including concept development, preliminary design, and final design stages.
    2. Coordinate with NCDOT departments, regulatory agencies, and consultants to facilitate design compliance and quality.
    3. Review and approve design documents, drawings, and specifications.

  1. Regulatory Compliance:
    1. Ensure that all project designs adhere to NCDOT standards, guidelines, and regulatory requirements.
    2. Collaborate with permitting agencies to obtain necessary permits and approvals.

  1. Budget and Resource Management:
    1. Manage project budgets, track expenses, and maintain cost control.
    1. Allocate resources effectively to meet project objectives.
    2. Monitor project progress and adjust plans as needed.
ย 
  1. Stakeholder Engagement:
    1. Foster strong relationships with NCDOT officials, local authorities, and other project stakeholders.
    1. Facilitate communication and address concerns to ensure project success.
    2. Coordinate with municipalities, MPOs, and RPOs where appropriate.
ย Minimum Qualifications
  • Bachelor's degree in Civil Engineering or a related field; in some circumstances, a Project Management Professional (PMP) certification may be considered in lieu of an engineering degree when combined with relevant experience
  • Thorough knowledge and understanding of engineering concepts, practices, and theories used in bridge and roadway project development and construction engineering
  • Proven experience managing transportation design projects in collaboration with NCDOT
  • Strong knowledge of NCDOT standards and specifications
  • Proficiency in project management software and tools
  • Excellent leadership and communication skills
  • Ability to work effectively in a collaborative, multidisciplinary team environment, both in-person and remotely
  • Possession of a North Carolina Driverโ€™s License and ability to safely operate a motor vehicle
  • Ability to traverse uneven and difficult terrain
  • Ability to pass a background and motor vehicle check
ย Preferred Qualifications
  • Professional Engineer (PE) license in the state of North Carolina, or ability to apply for reciprocity in North Carolina
  • Experience with construction of transportation projects
  • Knowledge of NCDOT systems, including SAP, EBS, SharePoint, and ProjectWise
