The Role:

We are seeking a detail-oriented and knowledgeable Affordable Housing Specialist to support the administration and compliance of affordable housing programs across a portfolio of assigned communities. This role plays a critical part in ensuring compliance with affordable housing regulations by managing resident certifications, coordinating recertification activities, supporting audits, and serving as a resource for on-site teams and external housing partners.

The ideal candidate will have experience administering affordable housing programs, strong organizational skills, and a thorough understanding of HUD, Fair Housing, and affordable housing compliance requirements. This position offers the opportunity to make a meaningful impact by helping provide quality affordable housing while ensuring regulatory compliance and operational excellence.


Key Responsibilities:

  • Complete resident income certifications for move-ins, annual renewals, and other required recertifications in accordance with affordable housing program requirements.
  • Review and verify income documentation, third-party verifications, lease paperwork, and supporting documents to ensure compliance with applicable regulations.
  • Serve as a subject matter resource for internal teams and external stakeholders regarding affordable housing program requirements and compliance guidelines.
  • Provide guidance and support to on-site teams during new lease-ups and resident move-in activities to ensure program compliance.
  • Respond to audit inquiries by gathering documentation, addressing findings, and coordinating with on-site teams to resolve outstanding compliance issues.
  • Generate monthly recertification and renewal notices and coordinate with on-site teams regarding resident eligibility and rental rate changes.
  • Research and confirm jurisdictional regulations and program requirements related to rent adjustments and resident renewals.
  • Coordinate Housing Assistance (Section 8) documentation for move-ins and renewals, partnering with Housing Authorities and community teams to ensure timely processing.
  • Manage affordable housing waitlists, including applicant communications, vacancy management, and adherence to program guidelines.
  • Partner with on-site teams to ensure apartment offers and occupancy activities comply with Vivmark policies and affordable housing requirements.
  • Maintain accurate resident files and compliance records while ensuring timely completion of required documentation.
  • Perform additional duties and special projects as assigned.


Education:

  • High school diploma or equivalent (GED) required.


Experience:

  • Minimum of two years of affordable housing administration, compliance, or related experience required.
  • Experience processing income certifications and recertifications within affordable housing programs required.
  • Knowledge of Federal Section 8 Housing programs preferred.
  • Experience supporting compliance audits and regulatory reviews preferred.


Licenses/Certifications:

  • Successful completion of the C3P course through Spectrum Enterprise or an equivalent affordable housing/tax credit certification required.


Knowledge, Skills, and Abilities:

  • Strong understanding of affordable housing compliance requirements, including HUD and Fair Housing regulations.
  • Excellent organizational skills with strong attention to detail and accuracy.
  • Ability to manage multiple priorities and meet deadlines in a fast-paced environment.
  • Excellent verbal and written communication skills.
  • Strong customer service skills with the ability to build positive relationships with residents, Housing Authorities, and internal stakeholders.
  • Proficiency in Microsoft Office Suite, including Word, Excel, Outlook, and PowerPoint.
  • Ability to analyze documentation, interpret regulations, and apply program guidelines accurately.
  • Strong problem-solving and critical-thinking abilities.
  • Ability to prepare and deliver presentations and communicate complex compliance information clearly and effectively.
  • Demonstrated ability to work independently and collaboratively within a team environment.
  • Ability to perform basic mathematical calculations, including percentages, averages, and rental calculations.


Working Conditions:

  • Normal office environment.
  • May require occasional travel to assigned communities, Housing Authorities, or audit locations as needed.
