Description

Prevailance is seeking an experienced Business Analyst to support enterprise-level capability development within a NATO environment. This role focuses on formal requirements elicitation, validation, lifecycle management, and cross-program coherence to ensure operational, regulatory, and architectural alignment.
The ideal candidate brings deep experience in structured requirements management methodologies and tools, along with the ability to communicate complex concepts clearly to technical and non-technical stakeholders. Travel may be required.
Responsibilities include, but not limited to:
Requirements Elicitation & Documentation

  • Lead or support formal elicitation, capture, and documentation of capability requirements based on operational and regulatory needs
  • Collaborate with stakeholders across the NATO enterprise to identify regulatory constraints and operational drivers impacting capability development
  • Maintain version-controlled requirements repositories ensuring traceability throughout the lifecycle
  • Document trade-offs and prioritize functional, non-functional, and regulatory requirements to support effective program delivery
Analysis & Validation
  • Perform detailed analysis to ensure requirements are clear, complete, consistent, and aligned with program objectives
  • Facilitate formal validation processes with stakeholders and approval boards
  • Identify and resolve conflicts, overlaps, and dependencies across capability programs
  • Implement quality assurance measures to maintain high standards of requirements documentation
Architecture & Strategic Alignment
  • Ensure alignment between documented requirements and strategic enterprise architectures
  • Maintain coherence and optimization of requirements across capability development programs
  • Monitor gaps and cross-program dependencies to support informed decision-making
Communication & Briefing
  • Present requirement sets, business processes, and architectural concepts clearly to audiences ranging from end users to senior decision makers
  • Prepare and deliver briefings, documentation, and coordination materials to support governance and approval processes
Requirements
Qualifications
  • Minimum 10 years (within the last 15 years) of hands-on experience in business analysis and requirements management
  • Demonstrated experience using professional requirements management tools such as Sparx Enterprise Architect, ARIS, Jira, DOORS, or Jama Connect
  • Proven ability to communicate complex requirements and architectural concepts to non-technical stakeholders
  • Strong written and oral communication skills
  • Proficiency in Microsoft Office Suite and collaboration tools
  • US Citizen
  • Current US / NATO Member Country Passport
Desired
  • Possess a familiarity with the organization and hierarchy of the Navy rank and grade structure
  • Possess a knowledge of Navy terminology
Education
  • Bachelor's degree in Business Administration, Information Technology, Finance, Data Analytics, or other related field
  • Certification or formal training in industry-recognized business analysis methodologies (e.g., IREB, SAFe, IIBA, or comparable)
Clearance
  • Must possess and maintain a Secret security clearance
