Clearance: As required by contract

THIS ROLE IS CONTINGENT ON CONTRACT AWARD

Position Summary

CTR Management Group, LLC (CTRMG) provides professional services and operational support to federal agencies across a range of mission-critical functions. In support of the USDA Forest Service Washington Office Fire and Aviation Management (WO FAM), CTRMG delivers programmatic, analytical, and coordination services aligned with national wildfire and aviation priorities.


The Program Manager serves as the primary interface between contractor personnel and the client. This role provides overall leadership, coordination, and oversight for contract execution, ensuring the delivery of high-quality, compliant, and timely support services. The Program Manager is responsible for program cost, schedule, and performance management, while advising federal leadership and enabling mission success through structured program management, strategic planning, and cross-functional coordination.

Essential Duties and Responsibilities

The Program Manager shall perform, at a minimum, the following duties:


•Serve as the primary Point of Contact (POC) to the Contracting Officer’s Representative (COR) and government stakeholders

•Plan, execute, and oversee all program activities in alignment with the client’s strategic priorities

•Manage program cost, schedule, and performance in accordance with contract requirements and agency expectations

•Provide strategic, technical, and operational guidance to federal leadership

•Facilitate coordination among cross-functional teams, agency stakeholders, and external partners

•Track, assess, and report program progress, risks, issues, and performance outcomes

•Support the development and implementation of process improvements and best practices

•Ensure all program deliverables meet established quality, compliance, and timeliness standards

•Lead and participate in program meetings, briefings, and formal status updates

•Ensure adherence to federal contract compliance requirements and internal company policies


Requirements:

Required Qualifications

Contractor personnel shall meet the following minimum requirements:

•Bachelor’s degree in Business, Public Administration, or a related field

oOR Associate’s degree with a minimum of eight (8) years of relevant experience

•Minimum of five (5) years of progressive program or project management experience

•Demonstrated experience managing federal programs or government contracts

•Strong leadership, communication, organizational, and stakeholder engagement skills
