Job Description
This position will provide program and project management services to support the WisDOT implementation of the STAR initiative.
  • The State Transforming Agency Resources (STAR) initiative will consolidate IT systems and equipment for improved efficiency, consistency among state agencies, and modernization of the State's IT infrastructure. The goal is to consolidate multiple outdated human resource, procurement and financial business systems into one efficient, transparent and modern enterprise-wide system to meet state government business needs. A comprehensive system will allow state agencies to effectively manage finance, budget, procurement, business intelligence and human resource functions. DOA is the lead agency for the STAR initiative. WisDOT is responsible for defining, developing, and implementing changes needed to its internal business processes and IT applications to support the implementation of STAR.
  • The WisDOT STAR program is active with the IT requirements and initiatives in the planning stage. The Wisconsin Department of Administration is leading the effort from a statewide enterprise perspective, supplemented with consultants from Accenture. The schedule calls for deployment of PeopleSoft finance and procurement modules to most state agencies in July 2015 with HR/payroll and budget modules implementation. Implementation of PeopleSoft finance and procurement modules to WisDOT is targeted for June 2016. The WisDOT STAR program requires coordination and integration with both the new statewide PeopleSoft/ERP system as well as with existing internal DOT business applications, data, processes and systems.
  • WisDOT is looking for a high-energy individual with significant experience as an Enterprise Project / Program Manager. The Program / Project Manager role is to oversee multiple concurrent IT projects, project managers and teams, coordinate the relationship between the various projects and develop and manage the overall IT program implementation related to STAR within WisDOT. This position works closely with WisDOT program managers representing the DOT business areas, with DOA STAR program managers, and with the Accenture integration team managers responsible for the product implementation. This position also works closely with and reports to senior executives overseeing WisDOT's STAR related initiatives.
  • This position should do regular project management activities including requirements planning, documentation, and negotiations. PM follows standard project management industry practices such as the PMI's framework. Understands business and technical objectives of a project and works closely with project sponsor. Creates project charter and work plan and tracks budget and schedule progress via appropriate metrics. Establishes project organization and methodologies and defines roles and responsibilities. Documents risks and develops mitigation plans. Manages scope.
    Creates and implements a communication plan. Builds an effective team, assigns tasks to team members, and evaluates outcomes. Negotiates resources. Communicates to stakeholders and project sponsor. Identifies, tracks, and ensures resolution of issues and removal of barriers. Provides technical support to project team members. Handles complex application features and technical designs. Designs and implements the components required for complex application features. Generally manages a group of developers, analysts. Relies on experience and judgment to plan and accomplish goals. Professional certification is highly desirable. Project Manager Capabilities with 11 or more years of experience. Capable of managing a project with up to ten (10) or more staff and/or a project with multiple subprojects.
  • Data warehouse / BI Experience would be nice to have.
