Regional Manager / Site Security Manager / Verifying Official

Position Overview

The Regional Manager supports contract execution, field oversight, quality control, staffing coordination, and operational management across USARCs geographically dispersed DEERS/RAPIDS and Identification Card Office locations. The RM acts for the contractor when the PM is absent and has full authority to support daily contract operations. The Regional Manager shall be located at Fort Knox, KY and may be dual-hatted as a Site Security Manager. The RM must meet or exceed the same qualifications as the PM and must be able to perform Common Access Card Mobile Assistance duties.

Key Responsibilities

• Serve as the contractors alternate management representative when the PM is unavailable.
• Support oversight of geographically dispersed USARC Identification Card Office operations.
• Coordinate with SSMs, VOs, and System Operators to ensure continuous site coverage, compliance, and performance.
• Provide responsive support to address operational, staffing, technical, customer service, and compliance issues at ID Card sites.
• Run data reports and track production across ID Card sites.
• Support process improvements to reduce Soldier, family member, civilian, and eligible recipient ID card processing wait times.
• Coordinate with the COR on site performance, staffing, policy changes, field feedback, and operational concerns.
• Maintain accurate site rosters of SSMs and VOs, including email addresses, phone/fax numbers, mailing addresses, operating hours, and other site contact information.
• Conduct Common Access Card Mobile Assistance assessments of RAPIDS/DEERS sites.
• Perform site in-briefs, provide corrective training, brief assessment findings to site leadership, and prepare required assessment and trip reports.
• Ensure compliance with identification card and DEERS procedures under COR oversight.
• Support or conduct virtual and/or in-person site visits to evaluate System Operator competence, effectiveness, certification readiness, and compliance.
• Assist in preparing management briefings, performance metrics, reports, correspondence, information papers, and responses to data calls.
• Ensure subordinate personnel generate trip reports for travel events when required.

Site Security Manager / Verifying Official Duties

• Perform RAPIDS Verifying Official duties and Site Security Manager responsibilities as required.
• Support CAC cardstock and consumables ordering, management, accountability, and control.
• Monitor compliance with RAPIDS policies, procedures, site security requirements, and documentation requirements.
• Support site administration, including maintenance of site address information for the RAPIDS Site Locator.
• Provide or coordinate documentation and training support for site personnel.
• Install or assist with new plug-and-play hardware components, including mouse, fingerprint scanner, and smart card reader equipment.
• Validate the identity of individuals whose fingerprints cannot be captured.
• Document overrides when proper identification documents are not available.
• Use the automated card management system and maintain ID Card Office Online oversight.
• Review and evaluate audit trail reports to identify potential fraud, waste, abuse, or noncompliance.
• Maintain audit trail documentation for one year and/or throughout the period of performance.
• Complete VO training as required for SSM responsibilities.
• Protect privacy and confidentiality of RAPIDS terminal data.
• Verify card recipient identity before entering applicant information into RAPIDS.
• View and scan documents supporting benefit or ID card eligibility before entering data into DEERS or issuing ID cards.
• Enter DoD sponsor and family member information, issue DoD ID cards, suspend privileges, and update DEERS records as required.

Minimum Qualifications

• Must meet or exceed the same qualifications as the Program Manager.
• Bachelors degree in Business Management or related field, or five years of relevant Program Management experience.
• At least three years of operational experience processing identification issuance requests and issuing identification badges for building and system access.
• Familiarity with DoD ID card issuance policies and procedures.
• Experience training others on proper use of identification issuance systems or other DoD IT systems.
• Ability to perform duties as Common Access Card Mobile Assistance.
• Ability to read, write, speak, and understand English effectively.
• U.S. citizenship, unless Government approval is granted under applicable Army Information Assurance requirements.

Certification Requirement

The Regional Manager must possess and maintain all required DEERS/RAPIDS, Verifying Official, and Site Security Manager training/certification requirements necessary to support CAC/USID issuance operations. The RM must also be capable of supporting Common Access Card Mobile Assistance assessments, site in-briefs, corrective training, findings briefings, assessment reports, and trip reports. The RM must support training compliance and ensure site personnel maintain required RAPIDS certifications and achieve required periodic certification testing standards.

Clearance / Security Requirement

The Regional Manager must possess a Tier III Secret Clearance prior to commencement of work and comply with applicable DoD, Army, USARC, facility access, CAC issuance, personnel security, privacy, OPSEC, information security, and safeguarding requirements. The RM must be eligible to obtain and maintain required CAC/access credentials and support secure DEERS/RAPIDS operations across assigned locations.
