Position Description

The Anoka County License and Passport Services' mission is to provide a level of service that exceeds our customers' expectations. The Service Center Specialist advances public safety and consumer protection through licensing, regulation, and education, and collects revenue that supports Anoka County.

This is a full-time, non-exempt, on-siteposition. Interviews will take place the week of July 13th, 2026 for those selected to move forward in the hiring process.

  • Service Center Specialists may be assigned to any location through the course of their career.
  • Business hours are Monday, Wednesday, Thursday, and Friday from 8:30 a.m. to 4:30 p.m. and Tuesday from 10:00 a.m. to 6:00 p.m. Typical work hours are Monday, Wednesday, Thursday, and Friday from 8:15 a.m. to 4:45 p.m. and Tuesday from 9:45 a.m. to 6:15 p.m.

Job Duties and Responsibilities

These examples are not all inclusive and are intended to be illustrative of primary responsibilities of an Anoka County Service Center Specialist:

  • Provide a high level of customer service by effectively communicating in a courteous and professional manner with the general public, car dealers, federal, state and county entities and other business partners in person and on the telephone.

  • Process transactions on behalf of county, state and federal government agencies according to applicable laws and statues.

  • Verify information with the Minnesota Department of Public Safety & Department of Natural Resources through various means of communication including the State's data system, email and telephone.

  • Perform vision check and capture digital image for driver's license and state ID cards.

  • Collect and verify authenticity of documents to determine eligibility required for the application/issuance of titles, registration, driver's licenses, passports and/or birth, death, and marriage certification.

  • Maintain confidentiality of information received or accessed during a transaction.

  • Provide leadership, coaching, and/or mentoring to a subordinate group as assigned.

Qualifications and Requirements:

Minimum Knowledge, Skills, and Abilities Needed

  • High school diploma.

  • Two years (2,080 hours) of job-related experience.

  • In lieu of the required education, an equivalent combination of education and experience may be substituted on a year-for-year basis.

  • Successfully pass driver's license background check.

  • U.S. citizenship.

  • Must pass a BCA background check.

Preferred Knowledge, Skills, and Abilities Needed

  • Three years (2,080 annual hours) or more of customer service experience in a high-volume, face-to-face environment.

  • Three years (2,080 annual hours) or more of cash handling or point-of-sale experience.

  • Previous experience in a license center and/or passport center, or other customer-facing public sector environment.

  • Strong verbal and written communication skills.

Physical Demands and Work Conditions

  • Standard office environment.

  • Vision abilities required by this job include close vision, distance vision, and the ability to adjust focus, such as to work on computers. Ability to see colors, shades, and brightness.

  • Hearing abilities required for general and phone communication, signals, and machine sounds.

  • Assignments are sedentary, occasionally alternating between sitting, standing, walking, crouching, and kneeling as required to perform job responsibilities. Frequent wrist and finger manipulation to complete computer work.

  • Occasional lifting of 10-20 lbs.

  • Equipment used includes computers, phones, and standard office equipment.

  • Occasional travel to other county work sites as needed. Travel between work sites may require driving a county vehicle and/or a personal vehicle.
