Job description
The Senior Corporate Safety & Health Specialist is responsible for ensuring company-wide compliance with Mine Safety and Health Administration (MSHA) regulations and Occupational Safety and Health Administration (OSHA) standards (specifically 29 CFR 1910 and 1926). This role supports and executes corporate business strategies, fosters high-performance safety teams, and promotes the Burns & McDonnell culture of safety as well as the BMCD mission and values across the organization. The Senior Corporate Safety & Health Specialist will lead safety initiatives and foster a proactive, integrated safety culture across diverse construction sites, industrial facilities, and mining operations, providing expert guidance to project leadership and management in a dynamic and resourceful manner based on Burns & McDonnell's core values of client satisfaction, commitment, dedication, integrity, safety, and overall outstanding service.
What you will do
- Provide leadership, mentoring, and technical guidance to safety staff and project teams; coordinate work assignments and review safety performance to ensure efficient, cost-effective utilization of resources.
- Responsible for facilitating the growth of safety programs and compliance initiatives; ensuring staffing levels, loading, and assignments meet project and corporate safety requirements while maintaining divisional and departmental goals.
- Participate in project planning, scheduling, estimating, cost analysis, and establishing critical construction and/or self-perform project objectives to ensure safety is integrated from project inception.
- Manage and maintain company safety profiles in third-party pre-qualification and contractor management databases, specifically ISNetworld (and similar systems like Avetta or Veriforce), ensuring accurate safety statistics, questionnaire submissions, and written program (RAVS) compliance.
- Act as the primary point of contact during MSHA and OSHA inspections, conferences, and formal inquiries. Manage citations, contentions, informal conferences, and abatement processes effectively and professionally.
- Diligently track, compile, and report company and project labor hours, including the timely filing of MSHA Form 7000-2 (Quarterly Employment and Coal Production Report).
- Serve as the internal subject matter expert on all MSHA regulations (30 CFR) and OSHA regulations (29 CFR Part 1910 for General Industry and Part 1926 for Construction).
- Oversee and coordinate MSHA Part 46/48 training for employees, ensuring that the approved MSHA Part 48 training plan is always kept current and compliant.
- Lead and direct investigations for all MSHA-reportable and OSHA-recordable incidents. Perform thorough root cause analyses, develop preventative strategies, and manage the completion and submission of mandatory regulatory reporting-including MSHA Form 7000-1 (Accident, Injury, and Illness) and OSHA Form 300/300A logs.
- Responsible for successful project execution and meeting established safety-related goals as defined by corporate, divisional, and departmental leadership, while providing expertise in support of our safety and health initiatives.
- Responsible for accurate communication between leadership, safety teams, and project management teams.
- Implement, apply, and support company, global practice, and/or corporate office safety programs and initiatives; successfully navigating and managing change within the section.
- Achieve stated targets and standards for safety performance.
- Review workload and safety reports on a regular cadence to identify areas of improvement. Develop solutions and implement strategies to support and improve safety & health performance.
- Manage and present project safety issues, status, and risks to all internal and external stakeholders; manage internal/external risk mitigation communication plans.
- Manage communication with governmental, industry, and public entities, and community relations on Safety & Health related matters.
- Responsible for collaborating with business development managers, business line leads, project managers, and site staff on the safe execution of work.
- Conduct project safety audits and assessments as required.
- Assist in the recruitment, development, training, and retention of safety and health staff.
- Responsible for participating in and conducting performance evaluations for designated safety staff.
Qualifications
- Bachelor's degree in safety, engineering, construction management, mining, or a related field from an accredited program, coupled with a minimum of 7 years of professional experience in a safety leadership role within the construction, industrial, and/or mining industries.
- OR applicable experience may be substituted for the degree requirement.
- Certified Safety Professional (CSP), Construction Health and Safety Technician (CHST), or Certified Mine Safety Professional (CMSP) credential is highly preferred.
- MSHA-certified instructor status (Part 46/48) and/or OSHA Authorized Outreach Trainer status (10- and 30-hour Construction/General Industry) is strongly preferred.
- Previous experience overseeing safety programs across a multi-site operation with diverse regulatory jurisdictions (MSHA vs. OSHA) is preferred.
- Must demonstrate excellent oral and written communication skills, strong interpersonal skills, and the ability to clearly and effectively present complex information to all levels of employees, management, and clients.
- Position requires the ability to thoughtfully and positively influence, lead, and manage change.
- Must possess strong project management skills and a strategic perspective. Must be an expert in the use of computer software (i.e., Microsoft Word, Excel, PowerPoint).
- Expert knowledge of Occupational Safety & Health Administration (OSHA), Construction and General Industry, America National Standards Institution (ANSI), National Institute for Occupational Safety & Health (NIOSH), Army Corps of Engineers (CoE), Engineers Manual 385-1 and National Electrical Code (NEC), Standards.
- Proficient in Windows-based platform and basic computer skills
- Previous experience actively working as Site Safety & Health representative on/at heavy industrial project locations preferred.
- This position requires driving to various locations.
- Valid driver's license required.
- OSHA 10-hour Outreach Construction Course required.
- Or OSHA 30-hour Outreach Construction Course required.
