We have an opportunity for a PROGRAM MANAGER supporting one of our Federal customers in Reston Va.

Position Summary
The Program Manager serves as the single point of contact for all contract performance matters and is responsible for the overall management, direction, and coordination of contract activities. This position provides leadership across all three N6 directorates-Privacy, Integration & Capability Management (N61); Business Operations & Stakeholder Services (N62); and Risk Management, Oversight & Reporting (N63). The Program Manager ensures timely delivery of all contract deliverables, maintains quality standards, and serves as the primary interface with the Contracting Officer's Representative (COR) and Government leadership.
Primary Duties and Responsibilities
• Serve as the primary point of contact for all contract-related matters with the COR and Government leadership
• Direct and coordinate the activities of all contract personnel across N61, N62, and N63 directorates
• Develop and maintain the Program Management Plan, Quality Assurance Plan, and other required contract documentation
• Monitor contract performance against cost, schedule, and technical baselines
• Conduct regular status meetings with Government counterparts and provide monthly status reports
• Manage resource allocation and staffing to ensure adequate coverage during core hours (0900-1500 EST)
• Identify and mitigate program risks; escalate issues to appropriate Government officials as needed
• Ensure compliance with all applicable DoD, DON, DHA, and BUMED policies and regulations
• Oversee quality control processes and ensure deliverables meet contract requirements
• Coordinate travel requirements and ensure compliance with Joint Travel Regulations
Required Knowledge, Skills, and Abilities
• Comprehensive knowledge of DoD and Federal IT program management principles and practices
• Understanding of Military Health System (MHS) organizational structure and operations
• Familiarity with Navy Medicine IT portfolio management and cybersecurity requirements
• Experience with cost-plus-fixed-fee (CPFF) contract management
• Strong leadership, communication, and interpersonal skills
• Proficiency in Microsoft Office Suite, including Project, SharePoint, and Teams
• Ability to manage multiple priorities in a fast-paced Government environment
• Knowledge of CPARS reporting and contractor performance assessment processes
Education: Bachelor's degree in information technology, Computer Science, Business Administration, or related field. Master's Degree preferred.
Qualifications:
  • Minimum 8-12 years of relevant experience in IT program management, preferably in DoD/Federal healthcare environments

Certification Requirement
  • IAM III
  • Acceptable certifications include CISSP, CISM, or GSLC.
  • PMP certification preferred.
