Astrion has an exciting opportunity for Mid-Level Portfolio Manager located at the Air Force Research Laboratory Air Warfare Directorate (AFRL/RA) on EGLIN AFB, FL.
REQUIRED QUALIFICATIONS / SKILLS
  • Bachelor's or Master's degree or equivalent experience
  • 3-10 years relevant experience
  • Active Secret Clearance (US Citizenship required)
  • Proficient with Microsoft Office Suite, expert attention-to-detail & highly organized
  • Excellent communication skills.
  • Knowledge of AF instructions and operations.
  • Excellent customer service experience and skills.

PREFERRED QUALIFICATIONS / SKILLS
  • Prefer prior AF experience and/or experience in laboratory setting working with scientists and engineers.
  • Prefer prior finance and management experience, especially working with highly technical information.

RESPONSIBILITIES
  • Capable of analyzing, formulating, documenting, and monitoring AFRL/RA-specific processes for initial approval of research projects and for managing proposed portfolio adjustments; developing and maintaining SharePoint workspaces, and workflows that implement the defined investment processes; collecting, analyzing, and reporting of the data which reflects required and desired metrics.
  • Capable of developing cost estimates during the formulation phase of key technology maturation efforts such as high visibility programs to include Joint Capability Technology Demonstrations, Advanced Technology Demonstrations, or quick-reaction risk reduction efforts; documenting early cost estimates so as to facilitate their maintenance/update by subsequent, dedicated program cost estimators; assessing the currency, accuracy, and completeness of AFRL/RA investment portfolio data contained in multiple data management systems; continually assess and understand technical principles across a broad spectrum of technologies as part of a thorough understanding of program management; providing critical, often time-sensitive support evaluating and executing RA budgets, and assisting RA Product and Support divisions to capture current and future investment pictures as required by AFRL/RA, HQ AFRL Management, Secretary of the Air Force Acquisition (SAF/AQR), and Office of the Secretary of War (OSW).
  • Capable of building strategy and marketing approaches for enhancing RA's long-term capability planning, including support in writing white papers and technology summaries.
  • Capable of communicating and capturing RA's overall acquisition management, systems planning, engineering and scientific R&D processes from bench-level engineer to AFRL/RA Management through reports, white papers, summaries, as needed; developing and reviewing roadmaps, vision/attribute charts, associated end states, funding profiles, and similar planning exhibits; designing and maintaining data bases used for planning and programmatic purposes; writing and maintaining software to maintain, monitor, and report plans and programs data; generating programmatic and planning charts; analyses involving exploration of programmatic technical and schedule risk; planning and performing analyses concerned with unique or controversial matters leading to major readjustment of program documentation; and preparation of briefings, reports, and planning/programmatic charts.
  • Capable of reviewing contract deliverables such as program milestone schedules and Status Reports to determine if events, problems, status, and actions are accurately described with advisory comments to Government; advisory and assistance expertise during source selection processes beginning with evaluation criteria through advice on preparation of responses to proposals; all in accordance with prior Contracting Officer approval; interface with organizations and facility managers to update data that describes major facilities and supports AF core strategies; prepare analyses and reports as required; interpreting, researching, organizing, executing, and coordinating assignments to meet planning schedules, management-directed exercises, and associated deadlines; assist with hosting and participating in meetings, workshops, Technical Interchange Meetings (TIMs), etc. nationally and internationally.
  • Provide assistance to Directorate management for new, high profile quick reaction programs from initial operational capabilities to program initiation, to help RA deliver ensured continuity in all R&D efforts to warfighter, as well as high-visibility Flagship programs and Joint Capability Technology Demonstrations.
  • Building and maintaining an Integrated Master Schedule (IMS) for program efforts. Excellent interpersonal skills and expert use of MS Office Suite is integral to working with the team, defense industry partners, and developing and sustaining the numerous management tools identified in this requirement.
  • Provide advice and assistance in test support involving all aspects of the testing process, e.g., preparation of test plans, test execution, analysis of test results, providing documentation of test plans and procedures, and of the analysis results to the sponsor for approval.
  • Must have knowledge of AF management directives and procedures and be able to gain and retain that same knowledge for AFRL guidance and procedures. Must interface directly with the lead program manager and maintain team calendars for Leave/Meetings/TDYs and tracking program action items. In this capacity they must have excellent attention to detail and be able to track and coordinate multiple programmatic and technical activities simultaneously and effectively. In this role the contractor shall also advise and assist with, but are not limited to the following actions:
  1. Maintain tasker status regarding requests for briefings, charts, information, etc.
  2. Maintain internal and external team contact lists.
  3. Track team visit requests to external facilities.
  4. Manage multiple Contract Data Requirements List (CDRL) products for associated contracts. Track status of CDRL document receipt, reviews and approvals. Notify program team when documents are due and when they are late.
  5. Assist with keeping program Collaboration Files, SharePoint information, and Clarity database up-to-date with current documentation and status updates.
  6. Assist with keeping program Risk Management templates/charts up-to-date; work with assigned risk OPRs to update information prior to monthly risk meetings.
  7. Support the development of program briefings and documents, assisting with formatting and graphics.
  8. Support planning and execution of large program events; find rooms/facilities, schedule rooms for required briefings/discussions/meetings/etc and coordinate security requirements. Tracking status of base access for visiting personnel. Coordinate event notices and announcements. Maintain attendee lists. Take notes and integrate notes from others into single set of minutes. Coordinate requests/receipt of necessary briefings.
