POSITION DESCRIPTION
Position Summary:
This position requires the candidate to work onsite in Huntsville, AL.
TBE and the Naval Health Research Center (NHRC) have been developing medical requirements estimation planning tools since 2001. NHRC's mission is to optimize the operational health and readiness of the U.S. Armed Forces by conducting research and development to affect Department of War (DoW) policy and practice.
TBE is seeking an Intermediate Level Software Engineer with the right composition of knowledge, experience, and drive to develop software from front-end to back-end. The candidate will contribute to the design and development of the next generation of modeling and simulation tools for DoW medical planning. The modernization effort will transition our planning tools from desktop applications to web applications while integrating with external systems to facilitate seamless and rapid ingestion of external datasets.
Position Responsibilities:
  • Development
    • Develop browser-based user interfaces primarily using Microsoft Blazor web framework.
    • Develop back-end business logic and APIs to integrate with cloud services primarily AWS.
    • Support debugging and troubleshooting of development, test, and production issues.
  • Team Collaboration
    • Participate in full software development life cycle (requirements, design, implementation, test, deployment) in a Capability Maturity Model Integration (CMMI) Maturity Level 3 environment.
    • Work in a software development team with support from teams of designers, system engineers, testers, and technical writers.
    • Collaborate with User Interface (UI) / User Experience (UX) designers to shape product experiences, provide technical feedback on design concepts, and develop scalable, maintainable interfaces that align with usability, accessibility, and performance standards.
  • Technical Leadership
    • Conduct code reviews and ensure adherence to best practices and coding standards.
    • Mentor junior developers and foster a culture of continuous learning and improvement.
    • Assist in defining and maintaining coding standards and development workflows.
  • Travel
    • Position may require minimal travel (< 5%) in support of customer requirements.

QUALIFICATIONS
Education and Experience:
  • Requires Bachelor of Science (B.S.) degree in Software Engineering, Computer Science, or a related field.
  • 5+ years of experience in web application development with a focus on the Microsoft .NET ecosystem.

Required Technical Skills:
  • Strong grasp of the C# programming language.
  • Experience developing web applications using our technology stack:
    • .NET 8+
    • Blazor web framework (Server and WebAssembly)
    • ASP.NET Core
    • Amazon Web Services (AWS)
  • Experience designing relational database schemas and developing SQL queries
  • Experience using Artificial Intelligence (AI) code generation tools (GitHub Copilot, Cursor, etc.)

Preferred Technical Skills:
  • Experience developing Modeling and Simulation (M&S) applications
  • Beginner to mid-level experience with:
    • Docker containers
    • Highly regulated cloud enclaves (AWS GovCloud and/or Azure Government)
    • Third-party UI and mapping components such as Infragistics, DevExpress, and/or ThinkGeo.'
  • Familiarity with these tools:
    • Microsoft Visual Studio Professional
    • Microsoft Azure DevOps
  • Understanding of responsible AI principles
