Technical Business Analyst (Mid-Level or Senior)

The Boeing Company is looking for a Technical Business Analyst (Mid-Level or Senior) to join our Boeing Test and Evaluation (BT&E) team in Seattle, WA.

The Technical Business Analyst plays a critical role in strengthening the Business Intelligence and Analytics team processes, improving handoffs between business and technical functions. This role helps ensure work is executed with the structure, discipline, and documentation needed to support complex solutions needed to fulfil business requests.

This position is essential in driving consistent application of software development lifecycle practices, including technical requirements definition, documentation, testing, and release readiness. The Technical Business Analyst helps ensure that work is fully captured and traceable, and that solutions are tested and validated to the highest standards before delivery.

By providing a strong bridge between business intent and technical execution, this role will help the team mature its delivery practices, improve quality and consistency, and move forward into future endeavors.

Position Responsibilities:

  • Serve as the primary liaison between business-facing and technical team members

  • Partner across all team functions to clarify business needs and define solution scope

  • Translate business requests into clear, actionable technical requirements and testing plans

  • Document requirements in a way that supports development, testing, traceability, and delivery

  • Consult in discovery discussions as the technical expert to reduce unnecessary developer involvement in early conversations

  • Support the full software development lifecycle, from intake and analysis through development, testing, and implementation

  • Own the testing approach for all work, including creating test plans and guiding developers through testing activities

  • Communicate status, risks, dependencies, and decisions clearly to both business and technical audiences

  • Contribute to process improvement efforts that increase delivery quality, consistency, and predictability

  • Work across Business Intelligence technologies and solutions, including tool programming (Visual Basic Application (VBA) for Excel, Python), data visualization (Tableau, Power Business Intelligence (BI), and International Business Machines (IBM) Cognos) and data engineering (Structured Query Language (SQL) Server, PostgreSQL, and Databricks)

  • Ensure documentation and source control are maintained in the appropriate team repositories, including Azure DevOps, team wikis, and SharePoint

Basic Qualifications:

  • This position must meet U.S. export control compliance requirements. To meet U.S. export control compliance requirements, a "U.S. Person" as defined by 22 C.F.R. 120.62 is required. "U.S. Person" includes U.S. Citizen, U.S. National, lawful permanent resident, refugee, or asylee

  • Technical degree in a related field of study and typically 5 or more years' related work experience or an equivalent combination of education and experience

  • 3+ years of experience managing projects with cross-functional stakeholders and teammates

  • 3+ years' experience with software development lifecycle, programming processes, etc

  • 3+ years of experience with Tableau, Power Bi, Cognos, or other visualization tools

  • 3+ years of experience developing and executing test plans and scenarios including data design extract/transform

  • 2+ years of experience with coding, debugging and development

Preferred Qualification:

  • Level 4: 9 or more years' related work experience or an equivalent combination of technical education and experience (e.g. PhD+4 years' related work experience, Master+7 years' related work experience

  • 5+ years of experience managing cross-functional and/or cross-team projects

  • 5+ years of experience with software development lifecycles from conception to delivery, utilizing tools such as Azure DevOps, Jira, or similar

  • Experience managing Artificial Intelligence/Machine Learning (AI/ML) projects

  • Experience with cloud data architecture, such as Azure Data Factory, Databricks, or similar

  • Comfortable prototyping, analyzing, or experimenting using tools such as Python, SQL, or similar
