Job Description
This is a term-limited position for an initial five-month period with a potential extension of up to one additional year contingent upon organizational needs and funding.
Join the City of Renton's IT division as a Senior Business Systems Analyst for the Enterprise Business Applications team. This role supports large-scale, Enterprise Business applications such as ERP, HRIS, and Laserfiche. You will have direct participation in the ERP replacement project that's currently underway. You'll serve as a liaison between the City's departments and IT, understand their pain points and software needs, gather requirements for solutions, create and manage RFPs, and lead cross-departmental projects to implement these solutions.
Your responsibilities also include supporting and maintaining applications, troubleshooting complex issues, making application configuration changes and working with Systems Analysts to resolve these issues, managing vendor relationships, and delivering training and documentation.

  • Act as liaison for business units and vendors for assigned departments with strong customer service focus.
  • Research, document, recommend and implement business process improvements; lead project teams to conduct needs analysis, gather business and functional requirements and specifications; document alternatives and make recommendations to the Department Administrator and Information Technology.
  • Plan, implement and upgrade technologies throughout all phases of life of software including initiating, designing, installing, configuring, testing, training, deploying and documenting.
  • Respond to client requests for service on problematic systems and/or equipment; troubleshoot problems and develop solutions to requests escalated from other Information Technology teams; maintain and support applications and systems with varying degrees of complexity.
  • Anticipate problems or delays and develop alternate plans.
  • Coordinate, develop and maintain project charters and project management plans, including project schedules, budgets, deliverables, roles and responsibilities, communication, change management, quality assurance and risk management plans in concert with the Departmental project team.
  • Maintain, administer and service software, including troubleshooting, scheduling, testing and patching, updating and upgrading servers and client computers.
  • Monitor and control the scope, schedules, costs, and quality of assigned projects.
  • Evaluate project success; identify areas of improvement and document for future growth.
  • Mentor entry level staff in business process, leading teams, anticipating issues.
  • Works with vendors and other Information Technology staff to design and implement architectures that include network, servers, interfaces, databases, integrations, and security.
  • Determine training needs; conduct presentations and training; write and maintain technical system documentation and clear user materials.
  • Translate functional requirements and specifications to contribute to Request for Proposal (RFP) processes for technology procurement; evaluate vendor RFP responses in relation to the City's legal requirements and user specifications and make vendor selection. Manage the public purchasing process (e.g., RFP, Bid, etc.) and contract signing procedures. Assure compliance with the City's Risk Management and legal review requirements.
  • Design, author and maintain custom reports using various report writing tools and techniques.
  • Evaluate the security of applications to ensure mandated and industry standard security controls are met.
  • Anticipate problems or delays and develop alternate plans.
  • Remain current with relevant technological advancements as it relates to field.
  • Perform related duties as assigned.
  • May be assigned to support critical city priorities during disasters or other emergencies.
  • Maintain regular, reliable, and punctual attendance.

EDUCATION, EXPERIENCE, AND LICENSE REQUIREMENTS:
• Bachelor's degree in Computer Science, Management Information Systems, Information Systems, Business, or related field.
• Minimum 5 years of experience in project management, systems administration, analysis, design, or implementation.
• Or 9 years of relevant education and experience.
• Successful passing of a required background check and national fingerprint-based records check.
PHYSICAL DEMANDS:
• Move throughout City facilities and buildings.

Medical/Dental/Vision Insurance
  • Employees are offered a choice of medical/vision coverage through either Kaiser Permanente or the City's self-insured plan. Preferred Provider Option is available through the self-insured plan.   • The dental insurance plan covers services such as regular checkups, x-rays, fillings and crowns. Orthodontia coverage is also provided.

Deferred Compensation Program
  • The City contributes 3% of the employee's base wage rate into a deferred compensation retirement plan.
  • Employees may also set aside a percentage of their earnings on a tax-deferred basis.
Retirement Plan
  • Employees are enrolled in either the State of Washington Department of Retirement Systems Plan (PERS) or the Public Safety Employees' Retirement System (PSERS).
  • The following position is required to be enrolled in PSERS*

VEBA

Life Insurance
  • A group term life insurance policy is provided to each employee at a value equivalent to the annual salary, up to $50,000.
  • Each eligible dependent is also provided with a $1,000 policy. There is no cost to the employee.
  • Optional supplemental insurance is available for employees and their dependents at group rates.

Long Term Disability Protection
  • Many employees are provided with a long term disability policy up to the equivalent of 60% of their salary.

Flexible Benefits
  • The City offers employees the opportunity to open two separate tax-free accounts through salary reduction. One account is to pay for expenses not covered by health insurance and the other account is for child care costs.

Vacation
  • Employees accrue vacation beginning with the first day of employment as follows: 12 days per year (0-5 years); 18 days per year (6-10 years); 21 days per year (11-15 years); 24 days per year (16-20 years); and 27 days per year (21+ years).
  • Employees may access their vacation immediately.

Sick Leave
  • Upon employment, the employee receives a sick leave bank of 24 hours, with an additional 24 hours awarded after three months.
  • Thereafter, sick leave accrues at the rate of four hours each pay period.

Employee Assistance Program
  • A confidential counseling assessment and referral service is available without cost to employees and family members for help with personal, family or job-related problems.

Paydays
  • The City of Renton pays employees on the tenth and the twenty-fifth of each month (24 pay periods each year).
