The Assistant Director of Water Resources performs highly responsible executive-level leadership and advanced administrative work in support of the Water Resources Director. This position provides strategic oversight of the Utility Field Operations Division, Meter Operations Division, and Stormwater Management Division, and/or other Divisions as assigned, ensuring the safe, reliable, and compliant delivery of water, wastewater, and stormwater services for the community.
Serving as Acting Director in the absence of the Director and Deputy Director, this role is integral to regulatory compliance, capital planning, asset management, operational resilience, and continuous improvement. Work is performed with a high degree of independence and discretion under general direction.
Salary negotiable depending on experience.
Essential Duties
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties necessary to deliver services to customers and citizens may be assigned.
Key Responsibilities
Executive Oversight of Utility Operations Divisions
  • Provides executive leadership and strategic direction to the Utility Field Operations, Meter Operations, and Stormwater Management Divisions.
  • Establishes performance expectations and ensures alignment with departmental goals, regulatory requirements, and service standards.
  • Directs division managers in achieving objectives related to safety, reliability, efficiency, and customer service.
  • Promotes a culture of accountability, innovation, and continuous improvement across all divisions.
Utility Field Operations Division Oversight
  • Oversees inspection, maintenance, repair, and emergency response for water distribution and sanitary sewer systems.
  • Ensures system reliability through proactive maintenance programs and rapid response to service disruptions.
  • Supports asset management practices, including condition assessment, preventative maintenance, and infrastructure rehabilitation.
  • Coordinates field response during emergencies, including main breaks, sewer overflows, and weather-related incidents.
Meter Operations Division Oversight
  • Directs all meter-related functions, including meter reading, installation, testing, maintenance, and repair.
  • Ensures accuracy, efficiency, and integrity of utility billing data through effective meter management.
  • Oversees advanced metering infrastructure (AMI) systems, including platforms such as Beacon and EyeOnWater.
  • Promotes the use of data analytics and technology to improve operational efficiency and customer engagement.
Stormwater Management Division Oversight
  • Oversees stormwater system inspection, maintenance, and repair, including drainage infrastructure and conveyance systems.
  • Ensures compliance with Municipal Separate Storm Sewer System (MS4) permit requirements and related regulatory programs.
  • Directs inspection and maintenance of stormwater Best Management Practices (BMPs).
  • Supports stormwater planning initiatives, including flood mitigation, water quality improvements, and watershed management.
Regulatory Compliance & Risk Management
  • Ensures compliance with all applicable federal, state, and local regulations (e.g., EPA, DEQ, VDH).
  • Oversees permitting, reporting, inspections, and regulatory audits.
  • Supports risk management efforts, including emergency preparedness, incident response, and mitigation of regulatory violations.
Capital Planning & Asset Management
  • Assists in development and implementation of the Capital Improvement Program (CIP).
  • Supports long-term infrastructure planning and lifecycle asset management strategies.
  • Coordinates with Engineering to prioritize system maintenance, rehabilitation, and replacement.
Financial & Business Management
  • Assists in development and management of operating and capital budgets.
  • Supports financial planning, including rate studies and long-term sustainability.
  • Identifies opportunities for operational efficiencies and cost optimization.
Emergency Response & Resilience
  • Leads and coordinates emergency response for utility system failures, severe weather, and other critical incidents.
  • Coordinates field operations with Public Works during weather events and emergency conditions such as snow removal.
  • Supports continuity of operations and system resilience planning.
  • Maintains required NIMS/ICS training.
Stakeholder Engagement
  • Serves as liaison to City leadership, regulatory agencies, and the public.
  • Represents the department before City Council and community groups as needed.
Leadership & Workforce Development
  • Provides leadership in workforce planning, recruitment, retention, and employee development.
  • Leads Strategic Planning efforts for the Department.
  • Supports performance management, succession planning, and organizational effectiveness.
  • Fosters a safe, inclusive, and high-performing work environment.
Supervisory Responsibilities
Provides direct and indirect supervision of division managers and staff, including:
  • Hiring, training, coaching, and performance evaluation
  • Work planning and resource allocation

Minimum Education and Experience Required
QUALIFICATIONS

Education and Experience
  • Bachelor's degree in Civil Engineering, Environmental Engineering, Environmental Science, or a closely related field (or equivalent combination of education and experience).
  • Minimum of five (5) years of progressively responsible experience in water, wastewater, or stormwater utility operations.
  • Demonstrated supervisory and/or management experience required.

Knowledge, Skills, and Abilities
  • Technical Expertise: Advanced knowledge of water, wastewater, and stormwater systems, infrastructure, and regulatory frameworks.
  • Leadership: Strong organizational, team-building, and decision-making capabilities.
  • Communication: Ability to clearly convey complex technical information to diverse audiences, including elected officials and the public.
  • Analytical Ability: Skilled in data interpretation, problem-solving, and strategic decision-making.
  • Interpersonal Skills: Effective collaboration, negotiation, and conflict resolution.
Preferred Qualifications
  • Experience managing large-scale utility systems, capital programs, and regulatory compliance.
  • Experience working with regulatory agencies and interpreting regulatory requirements.
  • Prior leadership experience in a municipal or public utility environment.

Additional Requirements
  • Possession of valid driver's license issued by Commonwealth of Virginia and acceptable driving record based on
  • Successful completion of background checks.
  • Completion of NIMS IS-100 and IS-700 within 90 days of hire (additional training may be required).
  • Professional Engineer (PE) license preferred, but not required.
  • Other certifications related to water, sewer, or stormwater management beneficial.
