Job Description
An employee in this classification plans, directs, supervises, and participates in the delivery of income maintenance programs and services; the employee may also perform caseworker functions of initial determination/processing and recertification. The supervisor is responsible for the team's daily operations, including ensuring that all state performance measures are met, supervising personnel, assigning work, reviewing work accuracy, training staff, and completing agency and state reports. Considerable public contact is involved in working with clients from diverse socio-economic backgrounds. Accurate and timely eligibility determinations are required to meet federal and state deadlines and rules. Additional work hours beyond the normal work schedule may be required to meet workload fluctuations and demands. Work is governed by a variety of federal, state, and county court decisions, laws, policies, regulations, and procedures that are continually updated. Supervisors must maintain knowledge and remain up to date on eligibility and related rules and guidelines, including state and local eligibility programs and related information technology software utilized to access and verify applicant information, determine eligibility, and process applications and recertifications at a level that enables them to train and answer questions for team members. Examples of Job Duties
Plans, directs, supervises, and participates in the delivery of income maintenance programs and services.
Supervises income maintenance caseworkers and/or support staff, trains staff, reviews casework, and evaluates staff performance.
Review and approve timesheets, day sheets, leave requests, and various reports.
Provides recommendations for employment actions such as hiring, promotions, demotions, disciplinary actions, and dismissals.
Assigns cases to staff while maintaining a balanced workload across all direct reports.Implements changes in work procedures or processes to meet program or service demands and client needs.
Provides input and recommendations to management regarding program or division goals, objectives, procedures, processes, and administrative and budget issues.
Interprets, provides guidance on, and enforces regulations, policies, and procedures ensuring compliance.
Assists staff in resolving difficult or unusual client or case situations.
Conducts team meetings and individual conferences.
May prepare local hearing summaries and/or serve as the local contact for state audits.
Supports divisional and agency goals and objectives and participates in divisional long-range planning.
Prepares and maintains records, files, reports, and confidentiality.
Monitor various case actions and report in NCFAST daily.
Responds to inquiries from clients and citizens; provides information and assistance.
Communicates with NCFAST help desk to resolve system issues and with state program representatives to resolve policy questions.
Operates computer, scanner, calculator, and other standard office equipment incident to maintaining records.
Participates in committees and outreach activities as assigned.
Additional Job Duties
Performs related duties as required, to potentially include, but not limited to, emergency shelter operations.
Performs duties of an Income Maintenance Caseworker during vacancies and high-volume workload periods.

Qualifications
Graduation from high school or GED and three years of experience as a caseworker or investigator in an income maintenance program in North Carolina, preferably with at least one year of supervisory experience, or an equivalent combination of training and experience, may be considered.
STANLY COUNTY BENEFITS (Full-time Employees)
Employees accrue sick and vacation time each paycheck.
Stanly County observes twelve (12) holidays. New Year's Day, Martin Luther King Jr. Birthday, Good Friday, Memorial Day, Independence Day, Labor Day, Veteran's Day, Thanksgiving (Thursday and Friday), Christmas (3 days).
Employees receive one (1) personal day per year.
INSURANCE BENEFITS:
Stanly County provides health & vision insurance with Blue Cross and Blue Shield of North Carolina. Our plan is a PPO, 80/20, with a $1000 deductible. Teledoc is offered through our insurance for a $10 co-pay per visit. Primary care visit is a $40 co-payment. Specialist is $50 co-pay. One free eye exam per year. The insurance coverage is FREE to full-time employees.
Dental Coverage is with Guardian dental insurance and is FREE to full-time employees.
Other volunteer insurance benefits include: Flexible Spending Program, Life Insurance, Cancer, Accident, and Disability policies.
Stanly County offers an employee health clinic. Our on-site Advance Practice Provider will see employees and dependents covered on our county insurance plan free of charge. This service does not replace your primary healthcare providers but augments their care.
As a wellness benefit, employees have the option of joining the Stanly County YMCA. The County will pay half of the employee's membership.
Employee Assistant Program is offered through Atrium Health. Each employee will receive up to six (6) free sessions on a rolling year. Dependent children and/or spouse may also use the sessions.
RETIREMENT:
Stanly County Employees will be a member of the N. C. Local Government Employees' Retirement System. Stanly County is required to withhold six percent (6%) from each paycheck and deposit it into the retirement system. The County also contributes to the plan. You are vested at five years as a contributing member. After one year of contributing membership in the system, a death benefit is available if you die while still in active service or within 180 days of your last day of service.
NC 401(k) (Supplemental Retirement Plan):
Employees can contribute to the Empower 401(k) plan upon hire. If the employee contributes at least one percent (1%), Stanly County will match one percent (1%).
Additionally, employees may make additional contributions through the following options: 457 Deferred Compensation Plan and Roth Plan Option.
LONGEVITY:
Longevity pay is earned after three (3) years of continuous Local Government retirement benefited service working with Stanly County government.
